Croatia Has Largest Decline in Number of New Infections in EU
After introducing strict epidemiological measures, Croatia is recording the largest decline in the number of new infections in the European Union.
As a recent chart Our World in Data shows, with about 900 newly infected per million people on December 13, when it was one of the worst in the EU, by January 11 Croatia had dropped to about 240 cases.
It is especially important that the number of hospitalized and dead is falling. Of the 20 deaths from COVID-19 per million inhabitants per day on December 21, that number has dropped to about 10 as January 11.

AstraZeneca to Request EU Approval for Vaccine, Croatia Ordered 2.7 Million
British-Swedish pharmaceutical company AstraZeneca has applied to the European Union for approval of its vaccine, European Commission President Ursula von der Leyen has announced.
It will be the third vaccine to receive the green light from the European Union block. They have already approved the vaccines from BioNTech, Pfizer and Moderna.
The EMA stated that it could issue an opinion on AstraZeneca’s conditional approval on January 29 if the data is sufficiently solid and complete. If AstraZeneca is also approved, 50 percent of the Croatian population will be vaccinated by the summer.
Srića: Hospitalizations and Visits Down, Too Soon to Ease Measures
Pulmonologist Saša Srića spoke on Novi Dan on N1 about the vaccination process in the country and warned that we will have to live with the measures, but also with the masks, for some time to come.
“The burden on the COVID-19 hospital is falling, there are fewer arrivals and the number of examinations per day has halved. It was 80 and has fallen to 40-50 per day. Hospital numbers are also lower, but we are still facing challenges,” said Saša Srića.
In many European countries, there is talk of a third wave, so this should be considered, he stressed.
“We must not ease the measures too quickly. We will see how the situation develops in our country, the period around the holidays will yield results in the next two weeks,” said Srića and added that the arrival of the new strain is the result of the third wave. As for the continuation of the school year, he believes that classes should take place online.
The vaccine is still coming very slowly, so about one percent of citizens have been vaccinated, claims Srica.
“Those who have been vaccinated should also wear a mask, because we do not know if a vaccinated person can transmit the virus while developing immunity. Masks will be an integral part of our lives for some time to come,” he stressed.
Long Term Consequences for Some Patients, Post COVID-19 Clinics to Open
“A certain number of patients have certain permanent complications. That is why post-COVID-19 clinics have already been opened, and work is underway to open one in Jordanovac,” Srica revealed.
“Patients who have been on prolonged treatment have serious consequences, for some the lung tissue is permanently damaged. It is too early to say whether any of these patients will be potential candidates for lung transplants. It is still being investigated whether the neurological problems which are occurring will have lasting consequences, “said Srica.

Malaysian Citizen Attempts Entry Into Croatia With Forged PCR Test
A citizen of Malaysia (27) was found to have a counterfeit PCR test for COVID-19 at the border of Croatia near Slavonski Brod on Saturday, so he ended up in custody due to document forgery.
“It is a forged document to which only the person’s name has been added. The same forged template was used in previously discovered cases at border crossings in Slavonski Brod and Slavonski Samac,” police reported.
Vili Beros: Over Half of New COVID-19 Cases Without Symptoms
Health Minister Villi Beroš claimed at today’s press conference that 50% of new infections come from people who do not have symptoms of COVID-19.
“A recent study by American scientists found that over 50% of those infected are asymptomatic. So, these asymptomatic people walk among us and they can transmit the infection. This only emphasizes the need to wear masks and maintain distance which are major barriers to the spread of the virus. Therefore, research shows that we cannot relax measures at this time,” Beroš asserted.

Less Strain on Health Care System, Pfizer Vaccine Protects Against New Strains
“I want to point out that there has been significantly less strain on the health care system in the last week. And mortality has decreased. There are also small numbers of people on ventilators,” Alemka Markotic pointed out.
“On Friday, the American University in Texas showed that the Pfizer vaccine works on new COVID-19 strains which have caused the virus to spread rapidly,” she added.
What is the situation in Sisak-Moslavina County?
“We sent large quantities of antigen tests to SMC. Everyone who is positive was placed in isolation. When we receive data, we will publish it. We have had several positive cases in accommodations and homes for the elderly. We also confirmed that 6 firefighters from Istria, who participated in the intervention, tested positive,” revealed Krunoslav Capak.
Will there be any restrictions on non-vaccination?
“There are no talks about that right now, but we will see how it is resolved at the EU level. There you have two approaches, internal and external. I think that the external will be affected by several factors, it is possible that this will happen at the EU level,” Davor Bozinovic replied.
Regarding schools: will they online or in person?
“That is being discussed. There is a special committee for teaching in schools, and these are not decisions made by our staff. Minister Fuchs is meeting with representatives of the City of Zagreb. For objective reasons, a special challenge will be organizing classes for the earthquake-affected areas. It should be emphasized that the epidemiological situation, although better than a few weeks ago, is still not stable,” Bozinovic added.
How is the vaccination campaign going? When will celebrities, and members of parliament be vaccinated?
“The campaign will be covered by all forms of media. It has been reported many times that some celebrities will be vaccinated in public. When that will be, I don’t know yet. We are arranging public activities every day. Some departments are launching their own campaigns, all of which are welcome,” replied Krunoslav Capak.
How many vaccinations do you expect to be completed by summer?
“If the AstraZeneca vaccine is registered, and if we obtain the agreed-upon quantities, we will vaccinate 50 percent of the population by the summer,” Capak predicted.
Are you talking to colleagues from other countries? Do strict measures really yield results?
“Some measures work better, some less well. We will not give up on our approach, which is to constantly assess. Of course we are in contact with colleagues from other countries. It is a complex situation. It is also important, as the vaccination campaign begins and while we have such a favorable situation, not to ease (the measures). We cannot say “the worst is behind us”. These winter months, when people are indoors, are ideal for spreading the virus,” Davor Bozinovic pointed out.
Why are spas crowded when other spaces are closed?
“I can only tell you that the inspectors of the Civil Protection Directorate are conducting inspections. I saw this photo (of crowds) this morning on several portals. We will ask the local and county headquarters for more information. It is possible, as you know, to look for holes in the prescribed measures. However, I do not consider this a big problem now,” Davor Bozinovic explained.
“I know what you want to point out, that some activities are not allowed, especially when it comes to playing sports, and somewhere some hole is found. We will send civil protection inspections to see what this is all about. As I told you, I have information about it from several portals which published photos,” Bozinovic added.
Classes For Most Students in Primorje Gorski Kotar County Begin Online January 18
Classed in schools in Primorje-Gorski Kotar County will continue online at the beginning of the next semester, except for students from the first to the fourth grade of primary school. Those will begin in schools on January 18.
Edita Stilin, Head of Education, said that in agreement with school principals, they decided that at the beginning second semester on January 18, students from the first to fourth grade of primary schools will attend school. However, upper elementary school students and high school students will begin the semester with online classes.
Bozinovic: Croatia Border Measures Will Be Extended Beyond January 15
Minister of the Interior Davor Božinović confirmed today that the measures at the borders, which are currently in effect until January 15, will be extended. He said that there is no improvement in the COVID-19 situation within EU countries, and that more contagious strains are spreading.
“The decision we make on January 15 will be based on the situation within our environment, which is not good. Presently, we are not considering any easing of the current border procedures,” Bozinovic revealed.

Croatia National Headquarters New Safety Measures
Croatia has officially closed night clubs, night bars, discos, casinos, slot machine clubs and fitness centers. Restaurants and cafes are also closed. However, restaurants may offer delivery and pick-up. Stores and businesses allowed to remain open must adhere to the capacities prescribed by Civil Protection Headquarters. All events and gatherings with more than 25 people are prohibited, funerals included.

Restrictions on Entry to Croatia Extended to January 15 and Likely Beyond
Croatia initially imposed restrictions on entry effective December 1. Those have been extended to January 15, 2021. More information here. According to Davor Bozinovic, Minister of the Interior, at a press conference on January 11, 2021, these measure will be extended again.

SUSPENDED: Passes No Longer Required to Leave County of Residence
Passes (Propusnice) have been abolished due to the December 29 earthquake. According to Prime Minister Plenkovic: “We do not want to create any administrative obstacles for people now, but I ask people to remain responsible,” he announced. Police have suspended operations at checkpoints between counties.
New Restrictions for Stores and Shopping Centers Go Into Effect Saturday December 12
“As for the organization of shops and shopping centers, we have prepared a decision that refers to a special organization of shops from this Saturday to January 10. The number of customers who can be in a store will be limited so that stores which have up to 10 square meters of retail space can only have one customer. For stores from 11 to 100 square meters, there must be at least 10 square meters per customer. For stores up to 200 square meters there must be at least 12 square meters per customer. In addition, for stores up to 2000 square meters there must be at least 16 square meters per customer. And for those bigger than that, there must be at least 20 square meters,” explained Davor Bozinovic. These measures also remain in effect until January 31, 2021.
500 HRK Fine for Not Wearing a Mask According to Guidelines, or Wearing One Improperly
As of December 5, non-wearing or improper wearing of masks where they are mandatory will be punished with a 500 HRK fine (66 EUR).
In addition to the current provision that masks must be worn indoors, they are becoming mandatory in public places in the open where there increased chances of virus transmission — where it is not possible to maintain a meter and a half distance. These circumstances include waiting in lines, riding in elevators and at public transport stops.
Face masks or medical masks must be worn the correct way so that the nose and mouth are covered. They must be worn at all times by health care workers, retail employees, drivers and employees in public transport, worshippers during religious ceremonies, and parents who transport their children to kindergarten or school.
Some groups of people are excluded from wearing masks, like children under the age of two and those older children who cannot tolerate wearing a mask, as well as people with certain forms of disabilities or health problems. More information here (in Croatian).
Ministry of Interior Reminds Citizens and Residents to Visit Police Stations Only When Urgent
The Ministry of the Interior (MUP) reminded citizens and residents on November 10 to come to police administrations and stations only in case of an urgent need to urgently solve some of the administrative tasks in order to reduce the risk of COVID-19 infection. They repeat that the validity of ID cards, passports and driver’s licenses and weapons certificates which expired after the proclamation of the COVID-19 epidemic on March 11 were extended for the entire duration of the epidemic, and at most 30 days after the proclamation of the end of the epidemic.
The Ministry of the Interior also points out the possibility of submitting certain applications for administrative tasks via e-Services (e-građani), which include submitting applications for passports, driver’s licenses, registration of residence, giving consent in certain administrative procedures, such as the landlord’s consent to registering residence.
