Dubrovnik-Neretva County
In Dubrovnik-Neretva County out 374 tests, 116 were positive (31%) of which 55 cases were determined by rapid antigen testing. There are 30 people from Dubrovnik, 25 from Metković, 17 from Korčula, seven each from Opuzen and Ploče, four each from Konavle and Orebić, three each from Lumbarda, Zažablje and Župa dubrovačka, two each from Mljet, Slivno and Ston. one from the Dubrovnik littoral, Kula Norinska, Smokvica and Trpanj, and three persons who do not reside in the county.
A total of 64 men and 52 women were infected, and an epidemiological link was found for 79 individuals. Thirty-nine (39) people recovered: 11 from Metković, eight from Dubrovnik, six from Opuzen, four each from Konavle and Župa dubrovačka, two from Blato and one each from Dubrovnik, Korčula, Ploče and Slivno.
Sixty-seven (67) people were hospitalized in OB Dubrovnik. Eight patients require intensive care, five patients are on invasive ventilation, one patient is on non-invasive ventilation, and two patients are on oxygen. There are 2,200 people in self-isolation.
Istra County
In Istra County out of 551 tests 91 were positive (17%). Seventy-one (71) people were already in self-isolation or in close contact with an already known positive person. Epidemiologically, 9 cases were imported from Rijeka (2), Zagreb (3), Karlovac (1), Slavonski Brod (1), Italy (1), Serbia (1). Eighty-six (86) people recovered. There are 1585 people in self-isolation.
Beginning Monday December 14 high schools will switch to online classes. They will last until December 23.
Primorje-Gorski Kotar County
In Primorje-Gorski Kotar County out 0f 1,036 tests, there are 387 new cases (37%). According to the data of the KBC Directorate Office, the number of hospitalized patients is the same as yesterday, which is 137. Of these, 13 people are on ventilators.
Split-Dalmatia County

Out of the total number of newly infected, 218 people are contacts of previously infected. There are 205 people hospitalized in KBC Split, while 14 people are on ventilators. A total of 3623 people are in self-isolation.
Zadar County
In Zadar County out 417 tests, 137 were positive (33%). Among the newly diagnosed, 74 of them are in Zadar, seven in Preko, six each in Obrovac and Posedarje, five of them have a positive finding in Sukošan, four each in Kali, Sv. Filip and Jakov and Vrsi, three each in Biograd, Benkovac, Gračac, Poličnik and Ražanac, two people each were registered in Bibinje, Jasenice, Novigrad and Pakoštane, and one each in Pašman, Privlaka, Starigrad and Vir.
Another patient was infected at the Ugljan Psychiatric Hospital, and COVID-19 also entered the Sv. Filip and Jakov, where two residents and one employee were infected. At COVID-19 wards in the Zadar General Hospital, 70 patients were hospitalized, ten of whom were on a respirator, and in the Special Hospital for Orthopedics Biograd na Moru, 20 patients with mild and moderate symptoms are being treated. There are 2,578 residents in self-isolation.
Zagreb City
In Zagreb City the number of people tested by rapid antigen tests in the past 24 hours was 1136, of which 525 were positive (46.2%). In the past 24 hours, 1284 PCR tests were performed of which 424 were positive (33%). Employees of the Epidemiology Service successfully contacted 667 people. A measure of self-isolation was imposed on 1971 people.
Out of 667 treated positive people: 195 have a negative epidemiological anamnesis so far, 270 people are contacts of COVID + persons, and five persons have possible exposure in health care institutions. Eighty 80 people are residents/employees of elderly homes and other social welfare institutions. Workplace exposure was possible for 23 people, one person arrived from Bosnia and Herzegovina, one was exposed during sports activities, and one at family gatherings and socializing.
Positive test results for 23 residents and 20 employees were confirmed in homes for the elderly and infirm and other social institutions in Zagreb. Positive test results were confirmed for 49 students, five teachers and two teaching assistants in primary schools and 32 secondary school students. Self-isolation was determined for 1055 primary school students and 482 secondary school students. There are 28 people in quarantine in Zagreb.

Self-isolation was prescribed for students in 24 classes of primary schools.

Davor Bozinovic: Croatia Not in Position to Ease Measures, Numbers Continue to Rise
Minister of the Interior Davor Božinović spoke about the current epidemiological situation in Croatia for N1 on Thursday. He pointed out that we are currently not in a situation where we could relax restrictions.
“Our numbers are still growing slightly. In any case, this year’s Christmas and New Year will not be like past years. We will see what trends reveal in the coming days and weeks. We monitor the situation every day,” he emphasized. Asked what the decline would have to be for the measures to be eased, he replied: “The decline must be a clear trend. The fact that one day is higher or lower is not a trend yet. We must see that the number of newly infected is falling day after day. We are not close to that scenario at the moment. “
Answering the question why antigen tests are not included in the daily number of newly infected, the Minister said:
“I will repeat that the standard for reporting is with PCR tests at the European level. Antigen tests are currently being used as an epidemiological measure. For example, Zagreb did testing in schools. Antigen tests will be distributed and used in several counties. Residents of social care institutions will be tested. In Varaždin County, people will be tested in factories. It would not even be possible to add all of those numbers up,” Bozinovic explained.
Police Bust 14 Person Private Party in Opatija, Organizer Fined
Police officers from the Opatija Police Station have completed processing of 14 Croatian citizens on suspicion of committing offenses under the Law on the Protection of the Population from Infectious Diseases.
The party-goers were aged 21 to 33, and were discovered by police at a private gathering in Lovran on Tuesday December 8, after a report from residents around 22:40. The party organized by a 30-year-old Croatian citizen. Police established that, during the indoor party, the attendees did not adhere to the prescribed epidemiological measures. They noted that there were more than ten people at the gathering, none of whom wore protective face masks or maintained prescribed distances.
Police officers removed above-mentioned people from the gathering, and upon completion of the proceedings, the 30-year-old organizer of the private gathering was handed a misdemeanor warrant in the amount of 5,000 HRK (663 EUR), in accordance with the provisions of the Infectious Diseases Protection Act.
Minister of the Interior Davor Bozinovic Reveals Restrictions Violations Data
Deputy Prime Minister and Minister of the Interior Davor Bozinovic said on Wednesday that, since the last government session, the police had received 52 reports of violations of self-isolation, and six criminal charges had been filed for spreading and transmitting the infection.
“Police officers monitored a total of 6,617 facilities, issued 36 verbal warnings, and found violations in four facilities. Based on the reports received, 52 violations of self-isolation measures were identified. Six criminal charges will be filed for the criminal offense of spreading and transmitting a contagious disease,” Bozinovic revealed at a government session.
He reported that inspectors from the Directorate of Civil Protection had carried out a total of 1,264 inspections of business entities and public gatherings since the last government session, and had issued 51 verbal warnings and one misdemeanor warrant of 30,000 HRK (3,974 EUR) for violating the restriction which suspended fairs.
“Members of the State Intervention Unit conducted 730 inspections, 102 irregularities were identified, and 91 were eliminated on the spot. Eleven 11 official citations were sent for further action, which referred to violations of restrictions,” Bozinovic said.
Prime Minister Andrej Plenkovic Will Extend Isolation Due to Lingering COVID-19 Symptoms
“Prime Minister Andrej Plenković remains in isolation for a few more days. Following doctor’s recommendations, the prime minister will remain in isolation for a few more days and work from home, due to lingering mild respiratory symptoms,” the government told Index on Wednesday.
“The prime minister is feeling well and does not have a temperature. Throughout the isolation, which began on Saturday November 28, the prime minister worked continuously and daily from home, carrying out all his activities and obligations,” the government said. Plenković has been in self-isolation since November 28 because his wife was infected. Two days later, he also received a positive test for COVID-19.
New Restrictions for Stores and Shopping Centers Go Into Effect Saturday December 12
“As for the organization of shops and shopping centers, we have prepared a decision that refers to a special organization of shops from this Saturday to January 10. The number of customers who can be in a store will be limited so that stores which have up to 10 square meters of retail space can only have one customer. For stores from 11 to 100 square meters, there must be at least 10 square meters per customer. For stores up to 200 square meters there must be at least 12 square meters per customer. In addition, for stores up to 2000 square meters there must be at least 16 square meters per customer. And for those bigger than that, there must be at least 20 square meters,” explained Davor Bozinovic.
“For shopping centers, the maximum number of customers will be calculated so that is at least 16 square meters for each customer. Stores and shopping centers will have to clearly state this capacity at entrances and will have to strictly adhere to these limits. For shops with more than 2,000 square meters, additional epidemiological measures are being introduced. These include the suspension of organized transport for customers and the introduction of security guards to prevent entry of excessive numbers of customers. They must also remove or disable seating in the common areas of shopping centers and remove or disable entertainment appliances. The civil protection service will be provided with information on the ventilation and air exchange system,” Bozinovic added.
Prime Minister Plenkovic Expels Five Signatories of Twenty Six Scientist and Doctor Public Appeal
After 26 scientists and doctors led by Ivan Đikić sent an open letter two days ago expressing their concern over the spread of COVID-19, Andrej Plenković decided to expel five signatories from the Government’s Scientific Council. These are Andreja Ambriović Ristov, Nenad Ban, Petra Klepac, Branko Kolarić and Igor Rudan.
As one of them confirmed for Index, Plenković made the decision to expel them, which was announced yesterday by the head of the Prime Minister’s Office, Zvonimir Frka Petešić. The Government, on the other hand, denied this information, saying that they had just been told that mutual trust had been violated and that there was no point in cooperating, and that as far as the government was concerned, they were still in the council.
All five scientists even before joining the appeal in which they said they were “deeply concerned about the spread of the second wave of the pandemic” publicly expressed their dissatisfaction with the government’s measures.
Zagreb Releases Results of Antigen Testing in Schools
Of the 365 tested employees of Zagreb City schools, 57.3 percent were primary school employees. The presence of COVID-19 was determined by the rapid antigen detection test in 31 students (1.6 percent of all students tested). The share of students with a positive result was higher in secondary schools (19 students, 2.2 percent) than in primary schools (12 students, 1.1 percent). In half of primary schools, none of the tested students had a positive result, while in the remaining six schools the number of students with a positive result ranged from 1 to 3.

Croatia National Headquarters New Safety Measures
Croatia has officially closed night clubs, night bars, discos, casinos, slot machine clubs and fitness centers. Restaurants and cafes are also closed. However, restaurants may offer delivery and pick-up. Stores and businesses allowed to remain open must adhere to the capacities prescribed by Civil Protection Headquarters. All events and gatherings with more than 25 people are prohibited, funerals included.

500 HRK Fine for Not Wearing a Mask According to Guidelines, or Wearing One Improperly
As of December 5, non-wearing or improper wearing of masks where they are mandatory will be punished with a 500 HRK fine (66 EUR).
In addition to the current provision that masks must be worn indoors, they are becoming mandatory in public places in the open where there increased chances of virus transmission — where it is not possible to maintain a meter and a half distance. These circumstances include waiting in lines, riding in elevators and at public transport stops.
Face masks or medical masks must be worn the correct way so that the nose and mouth are covered. They must be worn at all times by health care workers, retail employees, drivers and employees in public transport, worshippers during religious ceremonies, and parents who transport their children to kindergarten or school.
Some groups of people are excluded from wearing masks, like children under the age of two and those older children who cannot tolerate wearing a mask, as well as people with certain forms of disabilities or health problems. More information here (in Croatian).
Drive In COVID-19 Testing at Split Ferry Terminal Beginning Monday, November 30
Drive in testing will be available at the Split ferry port at external berth of the cruise terminal – from 07:00 to 13:00 CET beginning Monday November 30.
Testing will be available exclusively to people who have ordered online. Two separate testing points are set up at the mentioned location. There is one for people who come by car and use the drive in service and the other point is for those who arrive as pedestrians. It is important to note that beginning November 30 there will be no testing at Križine. Appointments for testing can be arranged here.
Zagreb Offers Free Rapid COVID-19 Antigen Testing Beginning Monday, November 23
As of Monday, November 23, the City of Zagreb started mass antigen testing for COVID-19, the results of which will be obtained in 15 minutes. There are currently 50,000 tests available. Separate COVID-19 Clinic Open in Rijeka
A separate COVID-19 health clinic started operating in the macro center of the Primorje-Gorski Kotar County Health Center in Zamet (Bože Vidasa 16a). A separate outpatient clinic is intended for the examination of COVID-19 positive patients or patients with symptoms that may indicate a COVID-19 infection. General/family medicine teams will be receiving patients in the basement of the building (specially marked entrance on the north side of the building) on Saturdays, Sundays, holidays and public holidays from 08:00 to 20:00 CET. Patients are admitted to the outpatient clinic exclusively by prior telephone appointment at the following telephone numbers: 091 251 8544 or 091 251 8545.
Ministry of Interior Reminds Citizens and Residents to Visit Police Stations Only When Urgent
The Ministry of the Interior (MUP) reminded citizens and residents on November 10 to come to police administrations and stations only in case of an urgent need to urgently solve some of the administrative tasks in order to reduce the risk of COVID-19 infection. They repeat that the validity of ID cards, passports and driver’s licenses and weapons certificates which expired after the proclamation of the COVID-19 epidemic on March 11 were extended for the entire duration of the epidemic, and at most 30 days after the proclamation of the end of the epidemic. The Ministry of the Interior also points out the possibility of submitting certain applications for administrative tasks via e-Services, which include submitting applications for passports, driver’s licenses, registration of residence, giving consent in certain administrative procedures, such as the landlord’s consent to registering residence.
Influenza Vaccinations Began in Mid October
