Dubrovnik-Neretva County
In Dubrovnik-Neretva County out of 435 tests, 129 were positive (30%) of which 90 cases were determined by rapid antigen testing. There are 55 people from Dubrovnik, 28 from Metković, 12 from Župa dubrovačka, ten from Ploče, five from Kula Norinska, three from Konavle, Korčula and Vela Luka, two from Blato, Zažablje and Lastovo and one person from Opuzen, Orebić, Slivno and Ston.
A total of 59 men and 70 women were infected, and an epidemiological link was found for 83 individuals. Fifty-seven (57) people recovered: 22 from Dubrovnik, 20 from Metković, three from Župa dubrovačka, two each from Ston, Ploče and Opuzen, and one each from the Dubrovnik littoral, Konavle, Korčula, Kula Norinska, Slivno and Zažablje.
Sixty-five (65) people are hospitalized in OB Dubrovnik. Eight patients require intensive care, five patients are on invasive ventilation, two patients are on non-invasive ventilation, and one patient is on oxygen. One thousand nine hundred fifty-two (1952) people are in self-isolation, and in the last 24 hours there have been two violations.
Istra County
In Istra County out of 476 tests, 85 were positive (18%). Fifty-seven (57) people were already in self-isolation or a close contacts of a positive person. For 10 people, epidemiologically, these are imported cases from: Rijeka (7), Karlovac (1), Italy (1), Serbia (1).
Eighty-three (83) people recovered. There are 1517 people in self-isolation.
Beginning Monday December 14 high schools will switch to online classes. They will last until December 23.
Primorje-Gorski Kotar County
In Primorje-Gorski Kotar County out of 1256 tests, 426 were positive (34%) and 243 recovered. According to the data of the KBC Directorate Office, the number of hospitalized patients is the same as yesterday, and 137 patients hospitalized, of which 16 are on ventilators.
Split-Dalmatia County

Out of the total number of newly infected people, 276 are contacts of previously infected. There are 213 people hospitalized at the Split Clinical Hospital, while 13 people are on ventilators. A total of 3408 people are in self-isolation.
Zadar County
In Zadar County out of 543 tests, 133 were positive (24%). There are new cases in Zadar (63), Benkovac (3), Biograd (6), Nin (1) and Pag (2) and the municipalities of Bibinje (4), Gračac 2), Kali (1), Kukljica (1), Lišane Ostrovičke (2), Novigrad (2), Pakoštane (5), Pašman (1), Polača (3), Poličnik (2), Posedarje (4), Preko (7), Privlaka (1), Razanac (4), Sukosan (3), St. Filip i Jakov (6), Skabrnja (3), Tkon (1), Vir (1), Vrsi (2) and Zemunik Donji (3).
Five more employees and five patients were infected at Ugljan Psychiatric Hospital, and two more residents at the Home for the Elderly and the Infirm in Zadar. Seventy-one (71) patients were hospitalized in COVID-19 wards at the Zadar General Hospital, and 11 of them were on ventilators. There are 2,566 people in self-isolation.
Zagreb City
In Zagreb City according to the Croatian Institute of Public Health, the total number of newly ill people in the City of Zagreb is 767. The number of people tested by rapid antigen tests was 1188, of which 555 people (46.7%) were positive. There were 1308 PCR tests processed, of which 382 were positive (29%). Employees of the Epidemiology Service successfully contacted 590 people. Self-isolation was imposed on 2,088 people.
Of the 590 positive people treated, 213 have a negative epidemiological history so far, 225 people are contacts of covid-positive people, and five people have possible exposure in health care institutions. Thirty-nine 39 people are residents/employees of elderly homes and other social welfare institutions. Workplace exposure was possible for 19 people. Four people arrived from Germany and Bosnia and Herzegovina.
Positive test results for 24 residents and 12 employees were confirmed in homes for the elderly and infirm and other social institutions in Zagreb. In addition, positive test results were confirmed in 51 students and three primary school teachers and 21 secondary school students. Self-isolation was determined for 967 primary school students and 341 secondary school students. There are 31 people in quarantine in Zagreb.

Self-isolation was prescribed for students in 22 classes of primary school. There are 27 positive residents and one employee in the home for the elderly in Bistra.

Minister of the Interior Davor Bozinovic Reveals Restrictions Violations Data
Deputy Prime Minister and Minister of the Interior Davor Bozinovic said on Wednesday that, since the last government session, the police had received 52 reports of violations of self-isolation, and six criminal charges had been filed for spreading and transmitting the infection.
“Police officers monitored a total of 6,617 facilities, issued 36 verbal warnings, and found violations in four facilities. Based on the reports received, 52 violations of self-isolation measures were identified. Six criminal charges will be filed for the criminal offense of spreading and transmitting a contagious disease,” Bozinovic revealed at a government session.
He reported that inspectors from the Directorate of Civil Protection had carried out a total of 1,264 inspections of business entities and public gatherings since the last government session, and had issued 51 verbal warnings and one misdemeanor warrant of 30,000 HRK (3,974 EUR) for violating the restriction which suspended fairs.
“Members of the State Intervention Unit conducted 730 inspections, 102 irregularities were identified, and 91 were eliminated on the spot. Eleven 11 official citations were sent for further action, which referred to violations of restrictions,” Bozinovic said.
Prime Minister Andrej Plenkovic Will Extend Isolation Due to Lingering COVID-19 Symptoms
“Prime Minister Andrej Plenković remains in isolation for a few more days. Following doctor’s recommendations, the prime minister will remain in isolation for a few more days and work from home, due to lingering mild respiratory symptoms,” the government told Index on Wednesday.
“The prime minister is feeling well and does not have a temperature. Throughout the isolation, which began on Saturday November 28, the prime minister worked continuously and daily from home, carrying out all his activities and obligations,” the government said. Plenković has been in self-isolation since November 28 because his wife was infected. Two days later, he also received a positive test for COVID-19.
New Restrictions for Stores and Shopping Centers Go Into Effect Saturday December 12
“As for the organization of shops and shopping centers, we have prepared a decision that refers to a special organization of shops from this Saturday to January 10. The number of customers who can be in a store will be limited so that stores which have up to 10 square meters of retail space can only have one customer. For stores from 11 to 100 square meters, there must be at least 10 square meters per customer. For stores up to 200 square meters there must be at least 12 square meters per customer. In addition, for stores up to 2000 square meters there must be at least 16 square meters per customer. And for those bigger than that, there must be at least 20 square meters,” explained Davor Bozinovic.
“For shopping centers, the maximum number of customers will be calculated so that is at least 16 square meters for each customer. Stores and shopping centers will have to clearly state this capacity at entrances and will have to strictly adhere to these limits. For shops with more than 2,000 square meters, additional epidemiological measures are being introduced. These include the suspension of organized transport for customers and the introduction of security guards to prevent entry of excessive numbers of customers. They must also remove or disable seating in the common areas of shopping centers and remove or disable entertainment appliances. The civil protection service will be provided with information on the ventilation and air exchange system,” Bozinovic added.
Prime Minister Plenkovic Expels Five Signatories of Twenty Six Scientist and Doctor Public Appeal
After 26 scientists and doctors led by Ivan Đikić sent an open letter two days ago expressing their concern over the spread of COVID-19, Andrej Plenković decided to expel five signatories from the Government’s Scientific Council. These are Andreja Ambriović Ristov, Nenad Ban, Petra Klepac, Branko Kolarić and Igor Rudan.
As one of them confirmed for Index, Plenković made the decision to expel them, which was announced yesterday by the head of the Prime Minister’s Office, Zvonimir Frka Petešić. The Government, on the other hand, denied this information, saying that they had just been told that mutual trust had been violated and that there was no point in cooperating, and that as far as the government was concerned, they were still in the council.
All five scientists even before joining the appeal in which they said they were “deeply concerned about the spread of the second wave of the pandemic” publicly expressed their dissatisfaction with the government’s measures.
Zagreb Releases Results of Antigen Testing in Schools
Of the 365 tested employees of Zagreb City schools, 57.3 percent were primary school employees. The presence of COVID-19 was determined by the rapid antigen detection test in 31 students (1.6 percent of all students tested). The share of students with a positive result was higher in secondary schools (19 students, 2.2 percent) than in primary schools (12 students, 1.1 percent). In half of primary schools, none of the tested students had a positive result, while in the remaining six schools the number of students with a positive result ranged from 1 to 3.
Saša Srića: Restrictions Not Timely, Not Strict Enough, Lockdown Only Solution
Pulmonologist Saša Srića, one of the 26 doctors and scientists who sent an appeal to the Croatian public this weekend, said that his goal was to warn of the difficult situation, not politicization, and that this was not about sowing panic. He believes that the measures were not timely and not strict enough, he revealed Monday on N1.
“Measures need to be stricter. I’m afraid the situation will escalate and lockdown will be the only solution. I have heard that December 21 will be followed by easing measures for Christmas, and then even tighter measures will follow. If we give in to Christmas that will be a big mistake,” warned Srica.
Asked about the predictive models from Seattle (University of Washington), which indicate that there will be more than 7,000 deaths in Croatia by April, Srica said that this is worrying and that it is possible, if this trend continues.
“We are seeking a register of those infected and those in self-isolation. The goal is to test more, to have up to 20,000 tests a day, and in order for the numbers to fall, we would have to have less than 5 percent of those infected,” explained Srica.
Government Approves Salary Bonuses for Heath Care Workers on Front Lines
The Croatian Government has passed four decisions on bonuses for working with COVID-19 patients in the amount of 10 percent of the basic salary, for workers in the health and social care system, for law enforcement officers and members of the Armed Forces.
“The right to a bonus in the health care system, according to the decision, is exercised by an employee during which, in accordance with the schedule of the employer/director of health center, perform work in organizational units/activities that provide care for covid-19 patients,” explained Minister of Health Vili Beros.
Inspections for Compliance with COVID-19 Restrictions, Fines Issued But None for Church Violations
Polic and civil protection inspectors have had their hands full in recent days overseeing the implementation of strict anti-epidemic measures. The Minister of the Interior and the Chief of the Civil Protection Staff, Davor Božinović, reported today on how many inspections they had carried out in total according to Vojislav Mazzocco/Index on Monday.
Companies and Individuals Face Criminal Charges
“Police officers conducted surveillance over a total of 11,090 facilities and events, where violations of restrictions were found in seven facilities and seven misdemeanors will be issued. Based on the available reports, they confirmed 82 violations of self-isolation measures and five criminal charges will be filed for spreading infectious diseases,” Bozinovic said. In addition, civil protection inspectors conducted surveillance of 2,696 companies and 57 of them received verbal warnings. One misdemeanor warrant for 30,000 HRK (3,977 EUR) was issued, and 92 official reports were compiled and sent for further action.”
Too Many Violate Restrictions, Do Not Wear Masks

Split Residents Waiting One Week for Free COVID-19 Testing, County Faces Backlog
Testing is not currently offered Sundays at the City Port in Split due to lack of staff and one day of required rest for staff.
“There is another reason why there is no testing at the City Port on Sundays. We have a large number of tests left over from Friday and Saturday which need to be completed because the daily workload makes it impossible. So we don’t get to process all the tests in one day. However, the NZJZ also worked yesterday, people are constantly in the laboratory and working on samples, and we also did a few tests of people who have to go to KBC Split for treatment today. Croatia National Headquarters New Safety Measures
Croatia has officially closed night clubs, night bars, discos, casinos, slot machine clubs and fitness centers. Restaurants and cafes are also closed. However, restaurants may offer delivery and pick-up. Stores and businesses allowed to remain open must adhere to the capacities prescribed by Civil Protection Headquarters. All events and gatherings with more than 25 people are prohibited, funerals included.

500 HRK Fine for Not Wearing a Mask According to Guidelines, or Wearing One Improperly
As of December 5, non-wearing or improper wearing of masks where they are mandatory will be punished with a 500 HRK fine (66 EUR).
In addition to the current provision that masks must be worn indoors, they are becoming mandatory in public places in the open where there increased chances of virus transmission — where it is not possible to maintain a meter and a half distance. These circumstances include waiting in lines, riding in elevators and at public transport stops.
Face masks or medical masks must be worn the correct way so that the nose and mouth are covered. They must be worn at all times by health care workers, retail employees, drivers and employees in public transport, worshippers during religious ceremonies, and parents who transport their children to kindergarten or school.
Some groups of people are excluded from wearing masks, like children under the age of two and those older children who cannot tolerate wearing a mask, as well as people with certain forms of disabilities or health problems. More information here (in Croatian).
Drive In COVID-19 Testing at Split Ferry Terminal Beginning Monday, November 30
Drive in testing will be available at the Split ferry port at external berth of the cruise terminal – from 07:00 to 13:00 CET beginning Monday November 30.
Testing will be available exclusively to people who have ordered online. Two separate testing points are set up at the mentioned location. There is one for people who come by car and use the drive in service and the other point is for those who arrive as pedestrians. It is important to note that beginning November 30 there will be no testing at Križine. Appointments for testing can be arranged here.
Zagreb Offers Free Rapid COVID-19 Antigen Testing Beginning Monday, November 23
As of Monday, November 23, the City of Zagreb started mass antigen testing for COVID-19, the results of which will be obtained in 15 minutes. There are currently 50,000 tests available. Separate COVID-19 Clinic Open in Rijeka
A separate COVID-19 health clinic started operating in the macro center of the Primorje-Gorski Kotar County Health Center in Zamet (Bože Vidasa 16a). A separate outpatient clinic is intended for the examination of COVID-19 positive patients or patients with symptoms that may indicate a COVID-19 infection. General/family medicine teams will be receiving patients in the basement of the building (specially marked entrance on the north side of the building) on Saturdays, Sundays, holidays and public holidays from 08:00 to 20:00 CET. Patients are admitted to the outpatient clinic exclusively by prior telephone appointment at the following telephone numbers: 091 251 8544 or 091 251 8545.
Ministry of Interior Reminds Citizens and Residents to Visit Police Stations Only When Urgent
The Ministry of the Interior (MUP) reminded citizens and residents on November 10 to come to police administrations and stations only in case of an urgent need to urgently solve some of the administrative tasks in order to reduce the risk of COVID-19 infection. They repeat that the validity of ID cards, passports and driver’s licenses and weapons certificates which expired after the proclamation of the COVID-19 epidemic on March 11 were extended for the entire duration of the epidemic, and at most 30 days after the proclamation of the end of the epidemic. The Ministry of the Interior also points out the possibility of submitting certain applications for administrative tasks via e-Services, which include submitting applications for passports, driver’s licenses, registration of residence, giving consent in certain administrative procedures, such as the landlord’s consent to registering residence.
Influenza Vaccinations Began in Mid October
Due to the coronavirus epidemic, the influenza vaccination started earlier this year in Croatia, in mid-October.
