Dubrovnik-Neretva County
In Dubrovnik-Neretva County out of 222 tests, 47 were positive (21%). There are 23 people from Dubrovnik, seven from Župa dubrovačka, six from Metković, four from Konavle, two each from Blato and Vela Luka and one person each from Korčula, Ploče and Ston. A total of 18 men and 29 women were infected, and an epidemiological link was found for 26 individuals.
Forty-seven (47) people recovered: 12 from Dubrovnik, nine from Metković, five from Župa dubrovačka, four from Vela Luka, three each from Konavle and Korčula, two each from Blato, Opuzen and Ston, and one each from Lastovo, Orebić, Ploče, Pojezerje. and Zažablja.
Fifty-three (53) people were hospitalized in OB Dubrovnik. Seven patients require intensive care, five patients are on invasive ventilation, two patients are on non-invasive ventilation. There are 1560 people in self-isolation, and in the last 24 hours one violation was recorded.
Istra County
In Istra County out of 349 COVID-19 tests, 85 were positive (24%). Sixty-nine (69) people were already in self-isolation or in close contact with a positive person. For 10 people, epidemiologically, these are imported cases from: Rijeka (3), Garešnica (2), Italy (5). Eighty-three (83) people recovered and there are 1277 people in self-isolation.
Primorje-Gorski Kotar County
In Primorje-Gorski Kotar County out of 823 tests, 393 were positive (48%) and 387 have recovered. According to the KBC Directorate Office, the number of hospitalized patients being treated for COVID-19 is 141. Of that number, 20 are on ventilators.
Split-Dalmatia County
In Split-Dalmatia County out of a total of 1289 processed tests, there are 336 new cases (26%) — 203 from Split, Kaštela 10, Komiža 1, Makarska 13, Omiš 11, Sinj 6, Solin 22, Trilj 4, Trogir 6, Bol 1, Brela 1, Baska Voda 1, Dicmo 1, Dugi Rat 9, Dugopolje 4, Gradac 8, Hrvace 2, Jelsa 1, Klisa 11, Marina 1, Muc 3, Okrug 1, Podgora 1, Podstrana 6, Prgomet 1, Primorski Doc 1, Pucisca 1, Seget 1, Sestanovac 1, Tucepi 1 and Cista Provo 2 people.
Out of the total number of newly infected people, 138 are contacts of previously infected. There are 185 hospitalized at KBC Split, while 11 people are on ventilators. A total of 3040 people are in self-isolation.
Zadar County
In Zadar County out of 423 tests there are 117 new cases (28%). They are located in the following town and cities — Zadar (61), Benkovac (5), Biograd (5), Nin (2) and Obrovac (3), and the municipalities of Galovac (2), Kali (1), Lišane Ostrovičke (1), Novigrad (1), Pakostane (1), Poličnik (4), Posedarje (4), Preko (1), Privlaka (4), Sukošan (8), Sv.Filip i Jakov (5), Škabrnja (3), Vir (2), Vrsi (1) and Zemunik Donji (3).
At COVID-19 wards in the Zadar hospital, 60 patients were hospitalized, of which 8 were on ventilators, and 22 patients were accommodated at Biograd hospital.
Zagreb City
In Zagreb City out of 1002 PCR tests 274 were positive for COVID-19 (27%) and 1,179 people were tested with fast antigen tests, of which 475 people were positive (40.3%). The city, however, officially reported 384 new cases. Adding the positive antigen tests (475) to the city-reported new cases (384) totals 859 new cases.
Employees of the Epidemiology Service successfully contacted 545 people. Self-isolation was imposed on 1,132 people. Out of 545 treated positive people, 137 have a negative epidemiological anamnesis, 259 people are contacts of positive cases, and three people may have been exposed in health care institutions. Thirty-eight (38) people are residents/employees of elderly homes and other social welfare institutions.
Eleven (11) people may have been exposed in the workplace and 3 people arrived from Slovenia and Germany. Positive test results were confirmed for 31 residents and eight (8) employees in homes for the elderly and infirm and other social institutions in Zagreb. Positive test results were also confirmed for 29 students and seven primary school teachers and 25 secondary school students. Self-isolation was determined for 754 primary school students and 459 secondary school students. There are 33 people in quarantine in Zagreb.
Zagreb County
In Zagreb County most new cases were in Velika Gorica (37), Zaprešić (35), Samobor (30) and Ivanić-Grad (25). Self-isolation was prescribed for students in 13 classes of primary school and students in one class of secondary school.

Gordan Lauc Responds to Open Letter: Number of Hospitalized at KB Dubrava Stable Eight Days
Gordan Lauc, aIso a member of the Croatian Government Scientific Council responded to the open appeal by 26 scientists and doctors.
“I am sharing data on the number of patients hospitalized in the Primary Respiratory Center of KB Dubrava, which is not publicly available, but I think the public should know about it. I will not analyze this data more closely because this covers a short period and it is possible that there are some random aberrations,” he points out.
“However, these graphs show that the number of hospitalized patients has not increased for 8 days (and this is not due to a full capacity, since PRIC KB Dubrava is currently at 71% of capacity. This is also due to patient transfers to the Arena, because only a small number were transferred there and these are people from KBD who would have been released in a day anyway),” he explains in a Facebook post on Sunday.
Twenty Six Scientists Express Concern About COVID-19 Spread, Offer Solutions in Open Letter
Twenty-six scientists and doctors, led by scientist Ivan Đikić, wrote an open letter on Sunday in which they express their concern about the spread of COVID-19 in Croatia. In the appeal, they listed their recommendations for combating the epidemic. The signatories included members of Croatian Government Scientific Council. Among their proposals:
Transparency
This means that there should be clear criteria on how to test people suspected of being infected, what tests, where all these tests are performed in the country, how “probable cases” are added, and all this information should be publicly available on the Internet.
It is also necessary to establish a publicly available register of the number of infected, the number of people in isolation, the number of people hospitalized, hospitals where people are hospitalized, and the available capacity of individual hospitals to care for COVID-19 patients with the exact number of beds for intensive care and ventilators. Furthermore, the number of deaths in hospitals from COVID-19 should be added to the number of deaths outside hospitals every day. This information should be public and completely credible.
More Testing
In the conditions of intensive spread of the infection and loss of control over the epidemic, it is necessary to test much more and more decisively, in order to reduce the share of positives in the total number of tested to less than 5% from the current 30%. By separating the infected and their contacts from the uninfected, we will suppress the epidemic much faster.
Clearly Defined Epidemiological Parameters
We also advocate the introduction of a clearly defined system of “traffic lights” and regionalization, in order to encourage the population in certain areas to keep the infection under control by their behavior and thus avoid the introduction of automated and pre-prescribed measures. We seek to determine the key epidemiological parameters on the basis of which certain anti-epidemic measures are introduced or abolished, in order to reduce uncertainty in society.
Anti-Vaxxers Hold Protest on Trg Bana Jelacica in Zagreb
A protest of about fifty people, who oppose vaccinations for COVID-19, was held on Ban Jelačić Square in Zagreb. The anti-vaccination protesters say the ruling party is serving a new dose of fear, despair and pessimism through the media every day. They claim that the recommendations of the Headquarters are contradictory and nothing but “pure fascism and manipulation of citizens and deprivation of liberty in all forms.”
“For all those who think differently, who think with their heads, they stick labels on them like fools and stupid conspiracy theorists,” the protesters proclaimed, reported Dnevnik.hr on Saturday. Some of the passers-by told the protesters to “go home and do something.”
Epidemiologists Propose Criteria for Easing the Restrictions
According to the proposal obtained by Jutarnji list on Saturday the release would take place in three rounds, depending on the average number of those infected over the last 14 days and the proportion of those infected among all those tested: these are the main criteria taken into account by the European Center for Disease Prevention and Control (ECDC). Note that the current 14-day cumulative infection rate for Croatia is 1,142 per 100,000. The proposal outline follows below:
First Round
- 300 average cases per 100,000 inhabitants in the last 14 days, less than 10 percent positive of the total number of tested.
- Restaurants open and the number of people allowed at gatherings increases to 30.
Second Round
- 200 average cases per 100,000 inhabitants in the last 14 days, less than 10 percent positive.
- Cafes open and the number of people at gatherings increases to 50.
Third Round
- 100 average cases per 100,000 population in the last 14 days, 5 or less percent positive.
- The number of people allowed at gatherings increases to 100.
Three Counties Impose Additional COVID-19 Restrictions
Varaždin, Primorje-Gorski Kotar and Krapina-Zagorje have imposed even stronger restrictions in response to the pandemic on Friday. These respective county restrictions go beyond the national restrictions. Links to restrictions for each county below (in Croatian) with brief summaries:
- Varaždin here – ban on public events over 20 people, ban on performances, fairs, and screenings, recommendation that private gatherings be limited to 2 people and not more than 10 people. Limits number of store customers, compulsory temperature measurement at enclosed shopping centers, visits to elderly homes prohibited.
- Primorje-Gorski Kotar here – ban on visits to elderly homes with exceptions, recommended limit of 50 people at performances and screenings, recommendation that elderly avoid public transport between 6:00 and 8:30 CET.
- Krapina-Zagorje here – ban on visits to elderly homes and health care institutions with exceptions.
Six More Illegal Homes for Elderly Discovered in Koprivnica-Krizevci County
Increased surveillance due to the COVID-19 epidemic in Koprivnica-Križevci County has revealed that a home for the elderly in Legrad is not the only illegal home in that county. Six more homes do not have permits.
“We reported these institutions to the Ministry of Labor and Social Policy, they sent an inspection, six more homes were identified in our county which do not have adequate permits, they were banned from working,” revealed Chief of Staff of Koprivnica-Križevci County Ratimir Ljubić on HRT Friday.
500 HRK Fine for Not Wearing a Mask According to Guidelines, or Wearing One Improperly
As of December 5, non-wearing or improper wearing of masks where they are mandatory will be punished with a 500 HRK fine (66 EUR).
In addition to the current provision that masks must be worn indoors, they are becoming mandatory in public places in the open where there increased chances of virus transmission — where it is not possible to maintain a meter and a half distance. These circumstances include waiting in lines, riding in elevators and at public transport stops.
Face masks or medical masks must be worn the correct way so that the nose and mouth are covered. They must be worn at all times by health care workers, retail employees, drivers and employees in public transport, worshippers during religious ceremonies, and parents who transport their children to kindergarten or school.
Some groups of people are excluded from wearing masks, like children under the age of two and those older children who cannot tolerate wearing a mask, as well as people with certain forms of disabilities or health problems. More information here (in Croatian).
Croatia Releases Overview of COVID-19 Vaccination Procurement and Plan
The Croatian Institute of Public Health released an overview of the COVID-19 vaccination procurement process and plan for the country on Friday. Croatia has so far ordered 5.6 million doses of the vaccine from various manufacturers for the first phase of vaccination and an additional 300,000 doses for the end of 2021, to ensure continuity of vaccine supply in case seasonal vaccination is needed each year.
The overview also reveals the six vaccine manufacturers, discusses implementation and priority groups. The vaccination will be free so that everyone receives protection against the virus. It is also voluntary. Two doses of the vaccine, several weeks apart, are required. More information here (in Croatian).

Croatia National Headquarters New Safety Measures
Croatia has officially closed night clubs, night bars, discos, casinos, slot machine clubs and fitness centers. Restaurants and cafes are also closed. However, restaurants may offer delivery and pick-up. Stores and businesses allowed to remain open must adhere to the capacities prescribed by Civil Protection Headquarters. All events and gatherings with more than 25 people are prohibited, funerals included.

Drive In COVID-19 Testing at Split Ferry Terminal Beginning Monday, November 30
Drive in testing will be available at the Split ferry port at external berth of the cruise terminal – from 07:00 to 13:00 CET beginning Monday November 30.
Testing will be available exclusively to people who have ordered online. Two separate testing points are set up at the mentioned location. There is one for people who come by car and use the drive in service and the other point is for those who arrive as pedestrians. It is important to note that beginning November 30 there will be no testing at Križine. Appointments for testing can be arranged here.
Zagreb Offers Free Rapid COVID-19 Antigen Testing Beginning Monday, November 23
As of Monday, November 23, the City of Zagreb started mass antigen testing for COVID-19, the results of which will be obtained in 15 minutes. There are currently 50,000 tests available. New Testing Procedures at Dr. Andrija Stampar, Telephone Lines for People in Self-Isolation
The Institute of Public Health “Dr. Andrija Štampar” informs citizens that a new Call Center has been opened for people in self-isolation in order to improve the monitoring of persons who have been in contact with people with COVID-19, and the telephone numbers are:

The working hours of the call center are seven days a week from 8:00 to 20:00 CET.
The new working hours of Drive-in testing from Monday, November 16, 2020 are: Monday to Friday from 10:00 to 16:00 CET; on Saturdays from 10:00 to 14:00 CET and on Sundays from 08:00 to 12:00 CET. Separate COVID-19 Clinic Open in Rijeka
A separate COVID-19 health clinic started operating in the macro center of the Primorje-Gorski Kotar County Health Center in Zamet (Bože Vidasa 16a). A separate outpatient clinic is intended for the examination of COVID-19 positive patients or patients with symptoms that may indicate a COVID-19 infection. General/family medicine teams will be receiving patients in the basement of the building (specially marked entrance on the north side of the building) on Saturdays, Sundays, holidays and public holidays from 08:00 to 20:00 CET. Patients are admitted to the outpatient clinic exclusively by prior telephone appointment at the following telephone numbers: 091 251 8544 or 091 251 8545.
Ministry of Interior Reminds Citizens and Residents to Visit Police Stations Only When Urgent
The Ministry of the Interior (MUP) reminded citizens and residents on November 10 to come to police administrations and stations only in case of an urgent need to urgently solve some of the administrative tasks in order to reduce the risk of COVID-19 infection. They repeat that the validity of ID cards, passports and driver’s licenses and weapons certificates which expired after the proclamation of the COVID-19 epidemic on March 11 were extended for the entire duration of the epidemic, and at most 30 days after the proclamation of the end of the epidemic. The Ministry of the Interior also points out the possibility of submitting certain applications for administrative tasks via e-Services, which include submitting applications for passports, driver’s licenses, registration of residence, giving consent in certain administrative procedures, such as the landlord’s consent to registering residence.
Influenza Vaccinations Began in Mid October
Due to the coronavirus epidemic, the influenza vaccination started earlier this year in Croatia, in mid-October. A total of 590,000 doses of vaccine were ordered, and a vaccination plan has been prepared in compliance with all epidemiological measures.
