Dubrovnik-Neretva County
In Dubrovnik-Neretva County out of 328 tests, there are 87 new cases or 26% (of which 59 cases were determined by rapid antigen testing). There are 30 people from Metković (of which seven are patients are at the Metkovic rehabilitation center), 21 from Dubrovnik, 12 from the Dubrovnik Parish (of which one employee is from the Josipovac rehabilitation center ), six from Konavle (of which one employee is from the Konavle home for the elderly), five from Ploče, three from Kula Norinska and Opuzen, two from Blato, one person from the Dubrovnik littoral, Korčula, Slivno and Vela Luka and one person who does not reside in the county.
A total of 46 males and 41 females were infected, and an epidemiological link was found for 42 individuals. Thirty-three (33) people recovered: 14 from Metković, seven from Dubrovnik, two from Blato, Konavle, Korčula, from Mljet and Vela Luka, and one person from Kula Norinska and Ploče.
Fifty-five (55) people were hospitalized in OB Dubrovnik. Five patients require intensive care, three patients are on invasive ventilation, two patients are on non-invasive ventilation. There are 1149 people in self-isolation.
Istra County
In Istra County out of 488 tests, 85 were positive (17%) — 69 people were already in self-isolation or in close contact with a positive person. For 2 people, epidemiologically, these are imported cases from Italy (2). Forty-one people recovered and 1135 people are in self-isolation.
Primorje-Gorski Kotar County
In Primorje-Gorski Kotar County out of 1199 tests, 256 were positive (21%) and 219 people recovered. According to the KBC Directorate Office, 120 people were hospitalized, 17 of whom are on ventilators.
Split-Dalmatia County
In Split-Dalmatia County out of a total of 948 processed tests, there are 344 new cases (36%) — from Split 149, Hvar 3, Imotski 13, Kaštela 32, Makarska 11, Omis 16, Sinj 14, Solin 17, Stari Grad 2, Supetar 1, Trilj 2, Trogir 7, Vrgorac 2, Brela 3, Dugi Rat 10, Dugopolje 1, Hrvace 3, Jelsa 3, Klisa 5, Lovrec 3, Marina 2, Okrug 1, Otok 2, Podbablje 5, Podgora 3, Podstrana 9, Proložac 3, Pučišća 2, Runovići 6, Seget 3, Šestanovac 2, Tučepi 3, Zagvozd 1, Zmijavci 3 and Cista Provo 1 person.
There are 175 people hospitalized at the Split Clinical Hospital, while 12 people are on ventilators. A total of 2854 people are in self-isolation.
Zadar County
In Zadar County out of 491 tests, there are 151 new COVID-19 cases (31%) — from Zadar (74), Benkovac (5), Biograd (5), Nin (2) and Obrovac (2) and the municipality Bibinje (3), Galovac (2), Jasenice (2), Novigrad (6), Pakostane (3), Policnik (2), Posedarje (1), Privlaka (1), Sali (13), Stankovci (2), Sukosan (11), Sv. Filip i Jakov (9), Skabrnja (2), Vir (2), Vrsi (1) and Zemunik Donji (1). Two hundered sixty-eight (268) people have recovered.
Testing of residents and employees of the Home for the Elderly and the Infirm in Sali confirmed that eight residents and one employee are positive. There are a total of 16,466 inhabitants are in self-isolation.
Zagreb City
In Zagreb City the number of people tested by rapid antigen tests in the past 24 hours was 1136, of which 542 were positive (47.7%).
Testing centers performed 1457 COVID-19 tests, of which 462 were positive. Employees of the Epidemiology Service successfully contacted 541 people. A measure of self-isolation was imposed on 1407 people.
Out of 541 treated positive people: 175 have a negative epidemiological anamnesis so far, 229 persons are contacts of COVID + people, and three people may have been exposed at health care institutions. Forty-three (43) people are residents/employees of elderly homes and other social welfare institutions. Workplace exposure was possible for 11 people and exposure during sports activities was possible for two people. One person arrived from Bosnia and Herzegovina
Positive results for 40 residents and seven employees have been confirmed in homes for the elderly and infirm and other social institutions in Zagreb. Positive test results were confirmed for 38 students, five teachers and one primary school teaching assistant, and 31 students and one secondary school teacher. Self-isolation was determined for 776 primary school students and 598 secondary school students. There are 35 people in quarantine in Zagreb.
Zagreb County

Self-isolation was prescribed for students in 4 classes of primary school and students in 3 classes of secondary school.

Goranka Petrovic: 125,000 COVID-19 Vaccines in December
Head of the Department of Respiratory Diseases of CNIPH, Goranka Petrović, commented for RTL Danas as to when to expect vaccines to arrive in Croatia. The first 125,000 doses are expected in December.
“It will come after it is officially approved by the European Medicines Agency. We assume that it would be at the earliest at the end of December, and if not then, certainly in January 2021,” Petrovic added. She explained the vaccination plan which has been worked out in detail, who will be vaccinated first and where. In the first stage, all health professionals will be vaccinated, as well as in nursing homes, both residents and staff.
“After that, the second stage begins. Employees in the health care system will be vaccinated, then people who are older than 65 and people with chronic diseases, but who are not in homes,” Petrovic explained.
Gordan Jandroković: Enforcement, Fines for Violating Safety Measures Starts Saturday
In an interview with RTL Danas , the President of the Parliament, Gordan Jandroković, spoke about the penalties for violating measures in the fight against the spread of COVID-19
The opposition is against the changes to the law because they believe that the government should have declared a state of emergency so that the law could be passed by a two-thirds majority.
“I do not agree with the opposition, everything is in accordance with the Constitution and the law. I don’t believe that there is a need for a two-thirds majority. There are no extensions, no restrictions think differently, let them ask the Constitutional Court to rule on constitutionality,” Jandrokovic said, adding that the opposition only wants to strike political pressure on the ruling party.
Jandrokovic revealed that enforcement of the law on penalties begins Saturday.
“The plan is to vote on Friday, we have a majority. Then the law will be published in the Official Gazette that day. Enforcement will start on Saturday. These fines were introduced because of a small number of people who don’t follow the law. Most of our citizens and residents respect the measures that are necessary to curb the epidemic,” Jandrokovic said.
Medicine Supply Still a Problem, Hospital Financing Not Resolved
Director of the Croatian Healthcare Employers’ Association, Dražen Jurković, said during today’s visit to the General Hospital in Varaždin that the COVID-19 crisis is not the only one that hospital directors are struggling with. There is a also problem with the supply of medicines, and some wholesalers are again threatening to cut hospitals off.
“Some wholesalers are again issuing warnings, not to mention threats, that they will possibly deny supply again under certain conditions, despite the state intervention of 1.3 billion kuna,” Jurkovic said in Varazdin.
“We have not yet resolved the financing of hospitals, we are still working on a monthly debt of 200 million kuna, and if you add that to this crisis, you see how difficult it is to work in the field, to organize health care for principals under such conditions,” he added.
Krunoslav Capak: We have a Vaccination Plan
The Director of the Croatian Institute of Public Health, Krunoslav Capak, said that strict measures should bring results. “Given that we have introduced strict measures, we expect the numbers to fall, but it is difficult to assess the impact because we have no experience in doing so,” Capak revealed. “We’ve created a vaccination plan which contains all the essential elements – who the vaccinators are, the population which is vaccinated by priority, and what the distribution points are according to the data we have now,” Capak explained on Tuesday.
Prime Minister Has COVID-19 and Doing Fine

Since the beginning of the pandemic, leadership has deviated from the path of science to a slippery path of politicking mixed with false statements by three prime minister advisers, which is frivolous. Many scientists are shocked by these statements.
I mean the statements of Primorac that the virus has weakened, Radman that it has mutated and disappeared, and Lauc says that it is good for the virus to spread among the younger population. It spreads like classic fake news. This is not just my opinion but of all members of the Scientific Council. There is a serious problem with it. The statements from the seven of us were not taken seriously. ut those of these these three were, and that is why we had a serious loss of life in November.
Rapid Antigen of Students begins in Zagreb
Rapid antigen testing of about 3,000 students and employees in 15 Zagreb primary and secondary schools began on Monday. The City Office of Education wants to find out what the epidemiological situation is in schools, before making a decision on a possible transition to online teaching. Voice of Entrepreneurs Hold Protest in Zagreb

Croatia National Headquarters New Safety Measures
Croatia has officially closed night clubs, night bars, discos, casinos, slot machine clubs and fitness centers. Restaurants and cafes are also closed. However, restaurants may offer delivery and pick-up. Stores and businesses allowed to remain open must adhere to the capacities prescribed by Civil Protection Headquarters. All events and gatherings with more than 25 people are prohibited, funerals included.

Drive In COVID-19 Testing at Split Ferry Terminal Beginning Monday, November 30
Drive in testing will be available at the Split ferry port at external berth of the cruise terminal – from 07:00 to 13:00 CET beginning Monday November 30.
Testing will be available exclusively to people who have ordered online. Two separate testing points are set up at the mentioned location. There is one for people who come by car and use the drive in service and the other point is for those who arrive as pedestrians. It is important to note that beginning November 30 there will be no testing at Križine. Appointments for testing can be arranged here.
Zagreb Offers Free Rapid COVID-19 Antigen Testing Beginning Monday, November 23
As of Monday, November 23, the City of Zagreb started mass antigen testing for COVID-19, the results of which will be obtained in 15 minutes. There are currently 50,000 tests available. Separate COVID-19 Clinic Open in Rijeka
A separate COVID-19 health clinic started operating in the macro center of the Primorje-Gorski Kotar County Health Center in Zamet (Bože Vidasa 16a). A separate outpatient clinic is intended for the examination of COVID-19 positive patients or patients with symptoms that may indicate a COVID-19 infection. General/family medicine teams will be receiving patients in the basement of the building (specially marked entrance on the north side of the building) on Saturdays, Sundays, holidays and public holidays from 08:00 to 20:00 CET. Patients are admitted to the outpatient clinic exclusively by prior telephone appointment at the following telephone numbers: 091 251 8544 or 091 251 8545.
Ministry of Interior Reminds Citizens and Residents to Visit Police Stations Only When Urgent
The Ministry of the Interior (MUP) reminded citizens and residents on November 10 to come to police administrations and stations only in case of an urgent need to urgently solve some of the administrative tasks in order to reduce the risk of COVID-19 infection. They repeat that the validity of ID cards, passports and driver’s licenses and weapons certificates which expired after the proclamation of the COVID-19 epidemic on March 11 were extended for the entire duration of the epidemic, and at most 30 days after the proclamation of the end of the epidemic. The Ministry of the Interior also points out the possibility of submitting certain applications for administrative tasks via e-Services, which include submitting applications for passports, driver’s licenses, registration of residence, giving consent in certain administrative procedures, such as the landlord’s consent to registering residence.
