Dubrovnik-Neretva County
In Dubrovnik-Neretva County out of 35 tests, there are 3 positive for COVID-19 (9%). Two people are from Dubrovnik and one person does not have residence in the county. Fifty-two (52) people recovered: 17 from Dubrovnik, 11 from Metković, nine from Župa dubrovačka, six from Ploče, five from Konavle, two from Opuzen, one from Slivno and one person who does not reside in the county. Forty-nine (49) people are hospitalized in OB Dubrovnik. Seven patients require intensive care, one patient is on a ventilator – non-invasive ventilation, and six are on invasive ventilation. There are 652 people in self-isolation, and in the last 24 hours one violation of the self-isolation measure was recorded.
Istra County
In Istra County there are 54 new confirmed cases. Thirty-four (34) people were already in self-isolation or in close contact of an already known positive person. Epidemiologically, 10 are imported cases from: Rijeka (5), Zagreb (1), Slovenia (2), Italy (2). Fifty-five (55) people recovered and there are 323 people in self-isolation.
Primorje-Gorski Kotar County
In Primorje-Gorski Kotar County there were no details provided today on news cases or hospitalizations.
Split-Dalmatia County
In Split-Dalmatia County out of 539 tests, 136 are positive (25%). They are from Split 79, Hvar 1, Imotski 3, Kastela 16, Makarska 1, Omis 9, Sinj 1, Solin 6, Supetar 1, Trogir 4, Dugi Rat 3, Dugopolje 6, Hrvace 1, Klisa 1, Podstrana Šestanovac 1 and Cista Provo 1 person. Fifty-eight (58) people are contacts of previously infected. There are 152 people hospitalized in KBC Split, while 14 people are on ventilators. A total of 1935 people are in self-isolation.
Zadar County
In Zadar County out of 248 tests, 100 are positive (40%). Among the new patients, 39 are in Zadar, 32 in Sali on Dugi otok, four in Benkovac, three each in Kali and Sv. Filip and Jakov, two people were registered in Biograd, Obrovac, Bibinje, Jasenice, Kolan, Preko and Vir, and one each in Nin, Novigrad, Povljana, Starigrad and Sukosan. Tests over the weekend at the Home for the Elderly and the Infirm in Zadar confirmed that another 21 residents and one employee are positive for COVID-19. There are 2210 people in self-isolation.
After a birthday celebration ten days ago in Sali on Dugi otok, where people were infected with COVID-19, the number of new cases in that island town has drastically increased, reports Zadarski.hr. The Zadar County Civil Protection Headquarters reported on Monday that the total number of active cases in the municipality, with just 1,700 inhabitants, had risen to 41.
Zagreb City
In Zagreb City 849 tests were performed, of which 321 were positive (38%). Self-isolation was imposed on 1,054 people, the staff of the Epidemiology Service had successfully contacted 414 people. Out of 414 treated positive people: 154 have negative epidemiological anamnesis so far, 159 people are contacts of COVID positive people, five people arrived from Bosnia and Herzegovina, Serbia, Italy, Slovenia and Kosovo.
Exposure at work was possible for 16 people, and for two people during their stay in a health institution. In the homes for the elderly and infirm and other social institutions in Zagreb, positive test results for one resident and seven employees have been confirmed in the past 24 hours. One thousand six hundred twenty (1,620) people passed through COVID-19 urgent care sections of Health Centers over the weekend.
Self-isolation was determined in 76 cases, and the number of those sent for testing was 525. Within the City of Zagreb health system, there are 174 health workers who are positive, and 172 of them are in self-isolation. Fast antigen tests started in health centers today.

Self-isolation is prescribed for eight grades of primary schools.

Rapid Testing Underway, New Drive In Testing Center Coming to Split
The director of the NZJZ of the Split-Dalmatia County, Željka Karin, said that in that county, rapid testing is also underway, but only in certain institutions and collectives. From November 29, there will be a new drive-in test in the Split ferry port. Those without a car can walk to this covered area. “We are still doing a sufficient number of samples with PCR tests, or as many as general medicine reports to us,” she revealed on Monday.
Sasa Srica Believes That Lockdown Will Remain the Only Option
“I don’t think these measures were adopted with bad intentions, but they were adopted too late. These are measures of a cosmetic nature, they will not be able to stop these figures,” revealed Pulmonologist Saša Srića, who works at the COVID-19 hospital in Dubrava. He was a guest on N1 television on Monday.
“There is a larger influx of patients who come than those who leave. We are doing everything we can. Patients who are admitted because of COVID-19 cannot be discharged before the tenth day. Many patients develop various complications, the clinical picture is quite bizarre,” added Srica.
“With due respect to Minister Beroš’ efforts, I cannot agree that the health system is not endangered. It is in an definitely alarming, if not critical phase,” said Srica, adding that Ivan Djikic should have been included in the Government’s Scientific Council.

He says delays in adopting stricter measures and poor communication will significantly affect the spread of the virus.
“Losses in human lives by the end of December will be in the thousands, and the economic consequences cannot even be predicted. I fear the private sector, smaller entrepreneurs, those unrelated to the ruling political structures, and especially unprotected workers and the socially disadvantaged will suffer. But this should not be the case because citizens are willing to participate and sacrifice only if they see the right direction ahead, Đikić revealed on HRT Sunday evening.
“We have even less time to introduce good and quality measures that would really prevent the spread of the epidemic. I expect Prime Minister Plenković to address the public with an specific plan. It is unclear why Prime Minister Plenković is avoiding offering a serious strategic plan for Croatia — several prime ministers from other countries did this long ago and have honestly communicated with citizens how things are going where the pandemic is heading,” he added.

“This is the position of both the National Commission chaired by Minister Fuchs and my deputy, so for primary schools at the moment this measure (of school closures) is out of the question, but perhaps for some secondary schools or parts of secondary schools there could be a combination of teaching B and C. But that is decided by Minister Fuchs, not the National Staff,” Capak told Dnevnik Nova TV on Sunday.
Varaždin, Međimurje Counties at Top of Europe for Number of Infected Per 100,000 People
For the fifth day in a row, Varaždin County is at the top of European regions with the highest number of newly infected within seven days per 100,000 inhabitants with values above 900. The neighboring Međimurje County came in second with a seven-day incidence of 862, which further confirms very pronounced local transmission according to reports on Sunday.
Molecular biologist Igor Stagljar: Croatia Approach to COVID-19 Similar to US Government Policy
“The overall current situation in Croatia regarding COVID-19 now completely reminds me of the attitude of the current US government towards this pandemic, because in the last two months the (Croatian) Government has not shown any empathy and understanding for the current situation. This is a pity because the Government kept the situation under control during the first lockdown from March to May this year. I praised them with all my mouth until mid-October, but now, unfortunately, I can’t do it anymore,” explained Štagljar in an interview, which appeared Sunday.
“I think that after this pandemic is over, someone will have to answer for all the people who lost their lives due to the negligence of our authorities and the incorrect advice of a few scientists and “trained” epidemiologists from the Scientific Council. It is high time that things begin to change drastically, because otherwise if this behavior continues until the vaccine is available in Croatia in the first quarter of 2021, there will be thousands dead,” concludes Štagljar.
Get Vaccinated for COVID-19: Almost 60 Percent of Surveyed Croatian Citizens Say No
According to the latest survey, almost 60 percent of Croatians do not intend to get vaccinated once the COVID-19 vaccine becomes available according to reports on Sunday. More precisely, 36 percent of Croats will probably not get vaccinated, and 21 percent of them – will not for sure! As the main reason, they state “that they do not trust the vaccine until it is proven safe”. Women and young people are leading the resistance. Thus, 61 percent of female respondents will not be vaccinated, nor will 72 percent under the age of 29.
Zagreb Police Raid and Close Two Cafes, Find One COVID-19 Positive Person
Several catering and night clubs in the Maksimir area and in Donji Svetice were hit by a raid Saturday night which was conducted by Zagreb police officers in cooperation with the State Inspectorate and the Inspection Service of the Zagreb Regional Civil Protection Office. The clubs were working after permitted hours, and had too many guests and a lack of space. Among more than 170 people they discovered one COVID-19 positive patron, who had violated stay-at-home self-isolation orders.
Split Clinical Hospital Only Admitting COVID-19 Patients Who Need Oxygen
Infectologist Dr. Ivo Ivić, Head of the Clinic for Infectious Diseases, explains that, unlike at the beginning of the epidemic, only the most critically ill patients are currently being admitted to hospitals, for necessary oxygen treatment. “Namely, it is the only therapy for COVID-19 that cannot be administered at home. Approximately 75 to 80 percent of patients in our hospital are on oxygen. Namely, all patients suspected of having COVID-19 should first be examined by their family doctor who will measure their oxygen level and assess whether they should go to the hospital. This is to minimize the congestion of emergency hospital admissions,” revealed Dr. Ivic on Saturday.

Croatia National Headquarters New Safety Measures
Croatia has officially closed night clubs, night bars, discos, casinos and slot machine clubs. Stores and businesses allowed to remain open must adhere to the capacities prescribed by Civil Protection Headquarters. They have also reduced the allowed size of events and gatherings.

As of Monday, November 23, the City of Zagreb started mass antigen testing for COVID-19, the results of which will be obtained in 15 minutes. There are currently 50,000 tests available. Separate COVID-19 Clinic Open in Rijeka
A separate COVID-19 health clinic started operating in the macro center of the Primorje-Gorski Kotar County Health Center in Zamet (Bože Vidasa 16a). A separate outpatient clinic is intended for the examination of COVID-19 positive patients or patients with symptoms that may indicate a COVID-19 infection. General/family medicine teams will be receiving patients in the basement of the building (specially marked entrance on the north side of the building) on Saturdays, Sundays, holidays and public holidays from 08:00 to 20:00 CET. Patients are admitted to the outpatient clinic exclusively by prior telephone appointment at the following telephone numbers: 091 251 8544 or 091 251 8545.
Ministry of Interior Reminds Citizens and Residents to Visit Police Stations Only When Urgent
The Ministry of the Interior (MUP) reminded citizens and residents on November 10 to come to police administrations and stations only in case of an urgent need to urgently solve some of the administrative tasks in order to reduce the risk of COVID-19 infection. They repeat that the validity of ID cards, passports and driver’s licenses and weapons certificates which expired after the proclamation of the COVID-19 epidemic on March 11 were extended for the entire duration of the epidemic, and at most 30 days after the proclamation of the end of the epidemic. The Ministry of the Interior also points out the possibility of submitting certain applications for administrative tasks via e-Services, which include submitting applications for passports, driver’s licenses, registration of residence, giving consent in certain administrative procedures, such as the landlord’s consent to registering residence.
Influenza Vaccinations Began in Mid October
