Croatia City & County COVID-19 Details
- In Dubrovnik-Neretva County (47/44) -These are 20 people from Dubrovnik, six from Orebić, five from Vela Luka, Konavle and Župa dubrovačka, one person from Smokvica and Ploče and one person who does not reside in the county. A total of 28 men and 16 women were infected, and an epidemiological link was established for 21 of them. Fifty-four (54) people recovered: 23 from Dubrovnik, ten from Metković, seven from Župa dubrovačka, five from Konavle, two each from Blato and Ploče, and one each from Korčula, Kula Norinska, Opuzen, Orebić and Trpanj. Fifty-two (52) people were hospitalized at OB Dubrovnik. Eight patients require intensive care, four patients are on ventilators – non-invasive ventilation, and four are on invasive ventilation. There are 926 people in self-isolation.
- In Istra County (80/76) – Fifty-eight (58) people were already in self-isolation or were inclose contact of an already known positive person. For 8 people, epidemiologically, these are imported cases – Zagreb (1), Slavonia (2), Rijeka (1), the Republic of Slovenia (3), Italy (1). There are 10 people in epidemiological processing.
- In Osijek-Baranja County (225/227) – There are 160 people hospitalized, 28 in the General County Hospital Našice, 132 in the KBC Osijek, of whom 22 are on ventilators.
- In Split-Dalmatia County (225) – from Split 82, Imotski 2, Kaštela 30, Makarska 1, Omiš 4, Sinj 25, Solin 27, Stari Grad 1, Supetar 1, Trilj 5, Trogir 2, Vrgorac 1, Vrlika 1, Bol 1, Baska Voda 1, Brela 1, Dicmo 2, Dugi Rat 4, Dugopolje 3, Hrvace 2, Jelsa 2, Klisa 3, Muć 4, Okruga 1, Podgora 2, Podstrana 8, Proložac 1, Šestanovac 2, Šolta 1, Zmijavci 1 and Cista Provo 4 people. One hundred six (106) people are contacts of previously infected. There are 108 people hospitalized at the Split Clinical Hospital, while 11 people are on ventilators. A total of 2053 people are in self-isolation.
- In Zagreb City (461) – In the past 24 hours, the Teaching Institute for Public Health “Dr. Andrija Štampar” performed 1232 tests. Epidemiologists successfully contacted 347 people, and self-isolation was imposed on 632 people. Out of 347 treated positive persons, 98 have a negative epidemiological anamnesis so far, 126 persons are contacts of positive persons, three persons arrived from BiH, Serbia and Russia, and 21 persons are wards or employees of nursing homes and other social care institutions. For 26 people, the processing is still ongoing. Nine people are exposed to exposure in the workplace, and one person during religious events.
- In seven homes for the elderly and infirm in Zagreb, the positive findings of 22 residents, three health care workers and one non-health care worker were confirmed. Positive test results were confirmed in five students and one primary school teacher and 14 secondary school students. Self-isolation was determined for 121 primary school students and 248 secondary school students. There are 13 people in quarantine.
- In Zagreb County (169/87) – Self-isolation was prescribed for students in four grades of primary schools and one grade of secondary school. In one home for the elderly in Jaska, 11 residents are positive, and epidemiological treatment is underway.
COVID-19 News in Past 48 Hours
- On Sunday at 15:00 CET in Zagreb, a protest was held against the measures of the National Staff. The protest was called for via the Facebook group “We demand the abolition of the National Civil Protection Headquarters”, which has 160,000 members. Despite the ban on gatherings of more than 50 people, about a thousand people gathered at the protest, who eventually came to Ban Jelačić Square, where they began with speeches in which, in addition to criticizing politicians, headquarters and the media, they presented numerous conspiracy theories. “We are waiting for the police report on today’s protest and who the organizers are, after which it will be seen whether any sanctions will be taken against the organizers for violating the measures,” National Staff Chief and Interior Minister Davor Bozinovic told Index.
- According to N1, 85 new patients were admitted to the Dubrava Hospital in two days. As of Sunday, there are a total of 268 patients in that hospital, and 37 are on ventilators.
- Lauc: Zagreb has crossed the peak of the wave. Scientist Gordan Lauc was a guest on HRT Saturday evening, where he explained why the next two weeks are crucial. “You can’t watch day by day, usually Sunday and Monday are smaller. If we look at the average curve, it stopped rising over the week and started falling today. Zagreb started falling a few days ago as far as the sick are concerned. That tells us that Zagreb has crossed the peak of this wave, and that Croatia is a few days late but is slowly crossing that peak,” he explained.
- Prime Minister Plenkovic: There will be no lockdown. “We are expecting a proposal for more measures from the members of the Scientific Council, these measures will now be extended. If the staff estimates that they need to be tightened, that will happen. There will be no lockdown, nor curfew,” the Prime Minister emphasized on Friday after a meeting with the Scientific Council.
- The issue of lack of medicines for oncology patients due to debt to wholesalers was also raised. Plenković also made it clear that everyone would get the medicine they needed. “We were very clear there, the rebalance is in the Parliament, as soon as it is adopted, the payment of funds will follow. That’s a billion and 840 million with earlier payments in the next ten days. I saw those cases in the media, I asked Beroš to see those situations. I don’t believe this will be reflected in a broader context, these are mostly exceptions. Everyone will get the medicines they need, we will provide them,” added the Prime Minister.
- On Friday, the Croatian Health Insurance Fund set the price for the procedure of a rapid antigen test for COVID-19, which amounts to 103.74 HRK for one test, it was announced.
- Split is getting quick COVID-19 tests: “Rapid tests are as good as screening,” said Željka Karin from the Split Institute of Public Health on HRT this morning. She added that these tests would come in handy in schools. “In schools, the situation is under control. As soon as we have information that a child might have COVID-19, we immediately put the whole class in self-isolation until we receive the test results. If the test is positive, they will remain in self-isolation, if not, the class will return to school,” Karin added on Friday.
- “We have no data to link the current epidemiological situation to the Torcida celebration. Our epidemiological picture is as it is, but nothing is happening differently than in other parts of the country,” Karin commented. “In talking to epidemiologists at my institution, they believe that this is not the peak and that the numbers will be slightly higher. Of course, this increase will not be sudden, but a steady growth, it is no longer 10 percent, we expect up to 40 to 50 percent positive test results in the upcoming days,” Karin explained.
- N1 reports that it seems that they will not be able to test everyone who comes to the Zagrebacki velesajam again. Their reporter indicated they were approached by a man who had been waiting for testing since 7:00 CET. The man said they had instructed him to go to another location because they would not have enough tests. There is a huge crowd at the site on Friday.
- Most MP Marin Miletić announced on his twitter profile that he was positive for COVID-19. He added on Friday that he has no symptoms, feels well, and will follow the sessions of the Parliament from isolation for the next ten days. Miletic is the third representative of the MOST political party, which has a total of eight members, for whom a COVID-19 infection has been confirmed.
Croatia National Headquarters New Safety Measures
- Ban on holding all public events and gatherings where more than 50 people are in one place.
- A maximum of 30 people may be present at wedding ceremonies.
- A maximum of 30 people may be present at funerals, final farewells and urn placements.
- A maximum of 15 people may be present at other private ceremonies.
- Sports competitions may only be held without spectators.
- Public events and gatherings and ceremonies of any kind can last up to 22:00 CET, except for wedding ceremonies, which can last up to 00:00 CET.
- Gatherings and ceremonies held in catering facilities may last until the end of working hours of the catering facility which are determined by the decision of the Civil Protection Headquarters of Croatia.
- Obligation to submit notifications on the holding of all public events, gatherings and ceremonies, where more than 30 people are expected, to the appropriate service of the Directorate of Civil Protection.
- Obligation to keep written records of participants in all public events, gatherings and ceremonies attended by more than 15 people. Minister of the Interior Davor Božinović explained that the obligation to keep written records of participants does not apply to professional artistic performances, religious ceremonies, exhibitions because there are provisions for them which follow a special protocol.
- Ban on the sale of alcoholic beverages from 00:00 to 6:00 CET.
- Mandatory use of face masks or medical masks outdoors when it is not possible to maintain a physical distance of at least 1.5 meters.
- Mandatory use of face masks or medical masks when entering and spending time in cemeteries.
Recommendations for Employers
- Reduce physical contact between employees, whenever possible.
- Introduce working from home, when possible given the nature of the work.
- Introduce staggered working hours where possible.
- Organize work in shifts and groups where possible.
- Reduce the number of in-person meetings to a minimum.
Control over the implementation of this decision of the Croatian Institute of Public Health will be carried out by officers of the Directorate of Civil Protection, inspectors of the State Inspectorate, police officers and civil protection headquarters.
If a particular division of an individual local unit and area of (regional) self-government has determined a less-severe epidemiological measure than the measures prescribed by this decision, this decision shall override those measures.
Other Croatia COVID-19 Announcements
- COVID-19 Testing in Vrgorac: Samples will be taken on site at the Vrgorac Health Center, testing will be performed on Tuesdays and Fridays from 7:00 to 8:00 CET, and longer if necessary. This will allow more testing in the city and surrounding areas.
- The National Civil Protection Headquarters announced new safety measures which went into effect on Monday, October 26. More information here. Compliance with the measures will be monitored by Civil Protection Directorate officers, inspectors, police officers and civil protection headquarters.
- A new location for COVID-19 testing in Zagreb opened in the eastern parking lot of the Zagreb Fair. Testing at the new location is conducted daily from 8:00 to 11:00 CET.
- The Institute of Public Health (NZJZ) “Dr. Andrija Štampar” announced a new model of taking COVID-19 swabs, and testing will be available only with an advance order online. Orders for COVID-19 testing are available on the Dr. Andrija Štampar website here or directly here. People will be able to select the testing date and testing is available from Monday to Saturday from 10:00 to 14:00 CET. On Sundays and public holidays, testing will take place from 8:00 to 14:00 CET.
- Due to the coronavirus epidemic, the influenza vaccination started earlier this year in Croatia, in mid-October. A total of 590,000 doses of vaccine were ordered, and a vaccination plan has been prepared in compliance with all epidemiological measures. - Several Croatia counties have implemented safety measures in an attempt to control the transmission of COVID-19. Those include reducing the number of participants at weddings, funerals, wakes, and other private and public events. A full summary of county measures can be found here.

All EU/EEA citizens and EU/EEA permanent residents (EU 27 + UK + Iceland, Lichtenstein, Norway, Switzerland, as well as Andorra, Monaco, San Marino, and the Vatican) can freely enter Croatia as of July 1, without restrictions. Non-EU/EEA citizens, or citizens from third countries (including US citizens) must meet certain conditions to enter (see below).

COVID-19 PCR Test or Self-Isolation Required for Third-Country Nationals
This applies to third-country national passengers entering Croatia for permitted tourism or other business reasons or who have other economic interests, as well as people traveling for educational purposes.
These passengers may enter Croatia without the obligation of self-isolation upon presentation of a negative nasal and pharynx swab test for COVID-19, not older than 48 hours (starting from the time of taking the swab until arrival at the border crossing), or with the obligation of 14 days quarantine/self-isolation if they do not have a negative PCR test.
If third-country nationals have a test older than 48 hours upon entering Croatia, they will be allowed to enter Croatia. However, they will be required to self-isolate and test again in Croatia at their own expense. The above also applies to passengers and crew members on yachts. People who do not present a negative PCR test result are subject to a mandatory 14-day quarantine/self-isolation measure.
People who have a negative PCR test, and are on the self-isolation list, whether they’ve been on the list for seven days or have re-tested because they had a test older than 48 hours when entering Croatia, are to be removed from the self-isolation list.
