Croatia City & County COVID-19 Details
- In Dubrovnik-Neretva County (72/80) – 23 people from Metković, 19 people from Dubrovnik, seven people from Župa dubrovačka and Ploče, six people from Opuzen, four from Korčula, two people from Konavle, Orebić and Smokvica, one person from Blato, Lumbarda, Kula Norinske, from Mljet, from Ston and from Trpanj, as well as two people who do not have a residence in the county. A total of 36 men and 44 women were infected, and an epidemiological link was found for 42 of them. Forty-five (45) people are hospitalized in OB Dubrovnik. Eight patients require intensive care, three patients are on ventilators – non-invasive ventilation, and two are on invasive ventilation. There are 1114 people in self-isolation, and in the last 24 hours one violation of self-isolation was recorded.
- In Istra County (84/79) – 3 people came from self-isolation measures or were close contacts of already positive people. 17 people were “imported” cases – Zagreb 5, Rijeka 2, Italy 7, Slovenia 3.
- In Osijek-Baranja County (136/127) – 119 people are hospitalized at the Osijek Clinical Hospital, and 25 are on ventilators. Twenty-three (23) people are hospitalized in the General County Hospital of Našice.
- In Split-Dalmatia County (302/302) – from Split 119, Imotski 14, Kaštela 23, Komiža 1, Makarska 8, Omis 5, Sinj 33, Solin 14, Supetar 1, Trilj 1, Trogir 3, Vrgorac 5, Vrlika 4, Bol 2, Baska Voda 3, Brela 1, Dicmo 1, Dugi Rat 16, Dugopolje 6, Hrvace 5, Klisa 1, Lokvičići 4, Marina 4, Muć 2, Otok 1, Podbablje 8, Podstrana 3, Proložac 5, Runovići 2, Šestanovac 2, Tučepi 1 and 4 people from Zmijavci. One hundred thirty-eight 138 people are contacts of previously infected. There are 99 people hospitalized at the Split Clinical Hospital, while 9 people are on ventilators. A total of 2308 people are in self-isolation.
- In Zagreb City (650/650) – 1025 tests were performed for COVID-19, of which 400 were positive. Employees of the Epidemiology Service successfully contacted 664 people. Of the above, 348 people from the previous days, and 316 people from November 4. A measure of self-isolation was imposed for 957 people.
- Two hundred thirty-eight (238) cases in Zagreb have a negative epidemiological history so far, 289 people are COVID + contacts, eight people arrived from Russia, Macedonia, Italy and Germany. Nine people are residents/employees of elderly homes and other social welfare institutions, and for 55 people the processing is still ongoing. In 14 people, exposure at the workplace is possible, in one person exposure is possible during a religious event, and in three people during sports activities. Nineteen (19) school-age children are being treated by school medicine doctors. Five people may have been exposed during outings and other social and family gatherings.
- In eight homes for the elderly and infirm in Zagreb, the positive findings of 14 residents and one non-healthcare worker were confirmed in the past 24 hours, and two residents passed away. Positive test results were found in 23 students and three primary school teachers and 22 secondary school students. Self-isolation was determined for 462 students and four primary school teachers and 389 secondary school students. There are 24 people in quarantine.
- In Zagreb County (228/209) – Self-isolation was prescribed for students in 10 grades of primary schools and 3 grades of secondary schools. In one home for the elderly from Zaprešić, there are 10 positive residents and 1 employee.
COVID-19 News in Past 48 Hours
- Đikić: The situation is extremely alarming, by the end of the month we will have 1500 dead. “We have over 680 deaths in four months. Compared to spring, there is a 5.3-fold increase in mortality, which is incredibly alarming. Croatia has been an experiment, we have taken the baton of Sweden. The government must get serious. By the end of the month we will have 1,500 dead,” Đikić warned.
- Head of the hospital doctors’ association: We are asking for a ban on weddings and masses – cafes only should be outside. Doctors yesterday called on the government to urgently adopt strict measures because otherwise people, who should not, will die soon. They explained by saying that if this increase in COVID-19 infections continues and if hospitals continue to fill at this rate, in 30 days doctors will no longer be able to successfully treat all patients with COVID-19 or those who will experience stroke, heart attack or car accidents.
- Zvonimir Sostar, Director of the Andrija Štampar Teaching Institute for Public Health, told Media servis, “We expect a reduction of new cases in 10-15 days, citizens are really adhering to the prescribed safety restrictions and that will ultimately lead to a smaller number of newly infected.”
- There’s a lot of COVID-19 circulating among the population. Tatjana Nemeth Blažić, an epidemiologist, pointed out on N1 that in the past few days about thirty percent were positive in the total number of tested samples. “If we were to further increase the numbers tested, which we can’t, because we have already reached the upper limit of capacity, that percentage would be even higher because there is a lot of virus circulation among the population,” she said.
- Saša Srića, pulmonologist, was transferred to KB Dubrava. “KB Dubrava must manage the COVID-19 infection. The situation at the moment, of course, is that we are all doing our best, but the situation is not good. But I believe that we will try our best to maintain the health care system. “It is an extremely large number. If more than 5 percent of those tested are positive, they consider the situation out of control. With each passing day, more and more people could be hospitalized and die,” he told N1.
- When should I go to the doctor or the emergency room because of symptoms? “All patients who are at home and have developed symptoms and have not been tested should monitor the situation, if the condition worsens – fever, difficulty breathing…they must contact a doctor and ask for help. Temperature over 38 which does not fall despite medication in two days with symptoms of general weakness and worsening of the condition, if you become short of breath…when you notice symptoms that would indicate oxygen problems, you must seek medical help,” said Srića.
Croatia National Headquarters New Safety Measures
- Ban on holding all public events and gatherings where more than 50 people are in one place.
- A maximum of 30 people may be present at wedding ceremonies.
- A maximum of 30 people may be present at funerals, final farewells and urn placements.
- A maximum of 15 people may be present at other private ceremonies.
- Sports competitions may only be held without spectators.
- Public events and gatherings and ceremonies of any kind can last up to 22:00 CET, except for wedding ceremonies, which can last up to 00:00 CET.
- Gatherings and ceremonies held in catering facilities may last until the end of working hours of the catering facility which are determined by the decision of the Civil Protection Headquarters of Croatia.
- Obligation to submit notifications on the holding of all public events, gatherings and ceremonies, where more than 30 people are expected, to the appropriate service of the Directorate of Civil Protection.
- Obligation to keep written records of participants in all public events, gatherings and ceremonies attended by more than 15 people. Minister of the Interior Davor Božinović explained that the obligation to keep written records of participants does not apply to professional artistic performances, religious ceremonies, exhibitions because there are provisions for them which follow a special protocol.
- Ban on the sale of alcoholic beverages from 00:00 to 6:00 CET.
- Mandatory use of face masks or medical masks outdoors when it is not possible to maintain a physical distance of at least 1.5 meters.
- Mandatory use of face masks or medical masks when entering and spending time in cemeteries.
Recommendations for Employers
- Reduce physical contact between employees, whenever possible.
- Introduce working from home, when possible given the nature of the work.
- Introduce staggered working hours where possible.
- Organize work in shifts and groups where possible.
- Reduce the number of in-person meetings to a minimum.
Control over the implementation of this decision of the Croatian Institute of Public Health will be carried out by officers of the Directorate of Civil Protection, inspectors of the State Inspectorate, police officers and civil protection headquarters.
If a particular division of an individual local unit and area of (regional) self-government has determined a less-severe epidemiological measure than the measures prescribed by this decision, this decision shall override those measures.
Other Croatia COVID-19 Announcements
- The National Civil Protection Headquarters announced new safety measures which went into effect on Monday, October 26. More information here. Compliance with the measures will be monitored by Civil Protection Directorate officers, inspectors, police officers and civil protection headquarters.
- A new location for COVID-19 testing in Zagreb opened in the eastern parking lot of the Zagreb Fair. Testing at the new location is conducted daily from 8:00 to 11:00 CET.
- The Institute of Public Health (NZJZ) “Dr. Andrija Štampar” announced a new model of taking COVID-19 swabs, and testing will be available only with an advance order online. Orders for COVID-19 testing are available on the Dr. Andrija Štampar website here or directly here. People will be able to select the testing date and testing is available from Monday to Saturday from 10:00 to 14:00 CET. On Sundays and public holidays, testing will take place from 8:00 to 14:00 CET.
- Due to the coronavirus epidemic, the influenza vaccination started earlier this year in Croatia, in mid-October. A total of 590,000 doses of vaccine were ordered, and a vaccination plan has been prepared in compliance with all epidemiological measures. - Several Croatia counties have implemented safety measures in an attempt to control the transmission of COVID-19. Those include reducing the number of participants at weddings, funerals, wakes, and other private and public events. A full summary of county measures can be found here.

All EU/EEA citizens and EU/EEA permanent residents (EU 27 + UK + Iceland, Lichtenstein, Norway, Switzerland, as well as Andorra, Monaco, San Marino, and the Vatican) can freely enter Croatia as of July 1, without restrictions. Non-EU/EEA citizens, or citizens from third countries (including US citizens) must meet certain conditions to enter (see below).

COVID-19 PCR Test or Self-Isolation Required for Third-Country Nationals
This applies to third-country national passengers entering Croatia for permitted tourism or other business reasons or who have other economic interests, as well as people traveling for educational purposes.
These passengers may enter Croatia without the obligation of self-isolation upon presentation of a negative nasal and pharynx swab test for COVID-19, not older than 48 hours (starting from the time of taking the swab until arrival at the border crossing), or with the obligation of 14 days quarantine/self-isolation if they do not have a negative PCR test.
If third-country nationals have a test older than 48 hours upon entering Croatia, they will be allowed to enter Croatia. However, they will be required to self-isolate and test again in Croatia at their own expense. The above also applies to passengers and crew members on yachts. People who do not present a negative PCR test result are subject to a mandatory 14-day quarantine/self-isolation measure.
People who have a negative PCR test, and are on the self-isolation list, whether they’ve been on the list for seven days or have re-tested because they had a test older than 48 hours when entering Croatia, are to be removed from the self-isolation list.
