Croatia City & County COVID-19 Details
- In Brod-Posavina County (76/41) – Due to more infected students in one high school and in agreement with the epidemiological service, the school will completely switch to model C or online classes this week. Also, due to two infected teachers in two primary schools, self-isolation has been determined for a total of 65 students, and online classes according to model C will be organized for them this week.
- In Dubrovnik-Neretva County (6/3) – Two women from Dubrovnik (for one an established connection) and one woman from Konavle (established connection). Sixteen (16) people recovered: 13 from Dubrovnik, two from Metković and one from Ston. Nineteen (19) people are hospitalized in OB Dubrovnik. There are 812 people in self-isolation.
- In Krapina-Zagorje County (72/30) – Chief of Staff Andjelko Ferek-Jambrek said he was still waiting for the results of 380 samples. “As of yesterday, we have 747 active cases, and there are 1269 people in self-isolation. We have been waiting for some samples since October 19, and for that reason I can’t say how many positive ones there have been in the past 24 hours,” he explained. “We still have the most liberal measures in the European Union. Our main problem is the proximity of Zagreb and Slovenia – a lot of our residents go to work in Zagreb and Slovenia. People do not adhere to self-isolation orders as they should, so we had a lot of infected members in households,” said the head of the Zagorje headquarters, Zeljko Kolar, on N1 Television.
- In Split-Dalmatia County (48/48) – from Split 21, Kaštela 4, Omiš 7, Sinj 2, Solin 4, Trilj 2, Vrgorac 2, Hrvace 1, Otok 1, Podgora 1, Podstrana 1, Proložac 1 and Cista Provo 1 person. Twenty-six (26) are contacts of previously infected people. There are 65 people hospitalized at KBC Split, while 6 people are on ventilators. A total of 2077 people are in self-isolation. A 17-year-old woman died. She was COVID-19 positive and had asthma.
- In Varazdin County (39/29) – There are new safety procedures in 2 primary schools, 2 secondary schools, and two kindergartens. One secondary school completely switched to online teaching. Players of three football clubs and one handball club are in self-isolation due to exposure to COVID-19 positive people.
- In Zagreb City (244/558) – 224 new cases have a permanent residence (prebivaliste), and 334 have current residence (boraviste) in the city of Zagreb. There are a total of 3,347 active cases and 8,043 active self-isolations. In six homes for the elderly, 7 residents and three workers are positive, while 446 elementary school students and 418 high school students were sent to self-isolation. There are 21 students in quarantine.
- In Zagreb County (65/235) – Self-isolation was prescribed for 4 grades in two primary schools in Zaprešić and one grade each in high school in Sveti Ivan Zelina, Dugo Selo, Velika Gorica and Ivanić-Grad.
COVID-19 News in Past 48 Hours
- In accordance with the recommendations of epidemiologists, Prime Minister Andrej Plenković was tested for COVID-19 yesterday. The result was negative.
- According to doctors, the situation in the Dubrava Hospital is extremely worrying because the hospital lacks medicines and food, which is why Dr. Božo Radić resigned, as Index unofficially learned. “Despite the exceptional personal efforts I have made to care for patients, I believe that they are not being adequately cared for.The fact that they have not been provided with the necessary care is not a because of my personal commitment and effort,” read the doctor’s letter.
- No visits to prisoners – In accordance with the recommendations of the National Civil Protection Headquarters and for the purpose of protecting the health of all people deprived of their liberty and the prison staff, the right to visits is temporarily restricted. The visit restriction applies from 23 October to 23 November 2020.
- The Croatian Government reports that both Beroš and Marić are negative and that they will participate in the meetings planned for Monday.
- Scientist Ban: We’re nowhere near herd immunity. Molecular biologist Nenad Ban from ETH in Zurich was a guest at N1 Studio live on Monday where he spoke about COVID-19 , measures in Switzerland, where he is located, and also addressed contradictory information which often comes from different scientists, and confuses the public. “This situation is not entirely unpredictable. Epidemiologists have warned of this kind of growth that is gradually, from small hotspots, taking on exponential numbers. This happens when small hotspots merge and contacts can no longer be controlled,” Ban explained.
- At Sunday’s press conference, Minister of the Interior Davor Bozinovic also indicated that special instructions would be given to employers. “Employers are obliged to ban people with fever, dry cough and shortness of breath from coming to work. Physical contact between employees should be reduced and work from home should be implemented when possible, staggered working hours and shift work should also be introduced. In addition, reducing meetings is also recommended to the least extent possible,” Bozinovic added.
- The National Civil Protection Headquarters has announced new safety measures which go into effect on Monday, October 26. More information here. Compliance with the measures will be monitored by Civil Protection Directorate officers, inspectors, police officers and civil protection headquarters. Speaking about the fines for those who do not adhere to the safety measures, Bozinovic reported that about 1,000,000 HRK (131,947 EUR) fines have been written so far, and added that the point is for everyone to comply with the safety measures.
- Once again, the Arena Center in Zagreb will be set up with beds to accommodated COVID-19 patients with mild symptoms. Doctors and nurses from other health institutions would be redirected to the Arena. According to Health Minister Vili Beroš, it is possible to place more than 1,000 beds there very quickly. “The main challenge is the health care system and its potential overload,” Beros said.
- The Croatian Association of Hospital Doctors (HUBOL), after an invitation was sent from the Chamber to retired doctors to mobilize due to the COVID-19 situation, sent an appeal to doctors who are in politics and retired doctors to return to practice. In addition to others, former staff member and current MP Maja Grba Bujević, was called upon.
- KBC Split has posted job openings for nurses, and so far only 14 have applied. The head nurse of the Split hospital says that they lack 300 nurses.
- A new location for COVID-19 testing in Zagreb will be opened today in the eastern parking lot of the Zagreb Fair. Director of the Zagreb Institute of Public Health Zvonimir Sostar says testing at the new location could begin by the end of the week. The new coronavirus testing site at the Zagreb Fair should reduce the current crowds at the checkpoint in Mirogojska Street. Testing at the new location will be conducted daily from 8:00 to 11:00 CET.
- The Institute of Public Health (NZJZ) “Dr. Andrija Štampar” announced that from Monday it will introduce a new model of taking COVID-19 swabs, and testing will be available only with an advance order online. Orders for COVID-19 testing are available on the Dr. Andrija Štampar website here or directly here. People will be able to select the testing date and testing is available from Monday to Saturday from 10:00 to 14:00 CET. On Sundays and public holidays, testing will take place from 8:00 to 14:00 CET.
Croatia National Headquarters New Safety Measures
- Ban on holding all public events and gatherings where more than 50 people are in one place.
- A maximum of 30 people may be present at wedding ceremonies.
- A maximum of 30 people may be present at funerals, final farewells and urn placements.
- A maximum of 15 people may be present at other private ceremonies.
- Sports competitions may only be held without spectators.
- Public events and gatherings and ceremonies of any kind can last up to 22:00 CET, except for wedding ceremonies, which can last up to 00:00 CET.
- Gatherings and ceremonies held in catering facilities may last until the end of working hours of the catering facility which are determined by the decision of the Civil Protection Headquarters of Croatia.
- Obligation to submit notifications on the holding of all public events, gatherings and ceremonies, where more than 30 people are expected, to the appropriate service of the Directorate of Civil Protection.
- Obligation to keep written records of participants in all public events, gatherings and ceremonies attended by more than 15 people. Minister of the Interior Davor Božinović explained that the obligation to keep written records of participants does not apply to professional artistic performances, religious ceremonies, exhibitions because there are provisions for them which follow a special protocol.
- Ban on the sale of alcoholic beverages from 00:00 to 6:00 CET.
- Mandatory use of face masks or medical masks outdoors when it is not possible to maintain a physical distance of at least 1.5 meters.
- Mandatory use of face masks or medical masks when entering and spending time in cemeteries.
Other Croatia COVID-19 Announcements
- Due to the coronavirus epidemic, the influenza vaccination started earlier this year in Croatia, in mid-October. A total of 590,000 doses of vaccine were ordered, and a vaccination plan has been prepared in compliance with all epidemiological measures. A new website, canitravel.net, which updates COVID-19 travel restrictions and country entry requirements worldwide, can be accessed here.
All EU/EEA citizens and EU/EEA permanent residents (EU 27 + UK + Iceland, Lichtenstein, Norway, Switzerland, as well as Andorra, Monaco, San Marino, and the Vatican) can freely enter Croatia as of July 1, without restrictions. Non-EU/EEA citizens, or citizens from third countries (including US citizens) must meet certain conditions to enter (see below).

COVID-19 PCR Test or Self-Isolation Required for Third-Country Nationals
This applies to third-country national passengers entering Croatia for permitted tourism or other business reasons or who have other economic interests, as well as people traveling for educational purposes.
These passengers may enter Croatia without the obligation of self-isolation upon presentation of a negative nasal and pharynx swab test for COVID-19, not older than 48 hours (starting from the time of taking the swab until arrival at the border crossing), or with the obligation of 14 days quarantine/self-isolation if they do not have a negative PCR test.
If third-country nationals have a test older than 48 hours upon entering Croatia, they will be allowed to enter Croatia. However, they will be required to self-isolate and test again in Croatia at their own expense. The above also applies to passengers and crew members on yachts. People who do not present a negative PCR test result are subject to a mandatory 14-day quarantine/self-isolation measure.
People who have a negative PCR test, and are on the self-isolation list, whether they’ve been on the list for seven days or have re-tested because they had a test older than 48 hours when entering Croatia, are to be removed from the self-isolation list.
