August 5, 2020 — Yesterday, the Croatian Institute of Public Health released new guidelines for film, audiovisual, and music production during the COVID-19 pandemic. They follow below in entirety.
General Guidelines for Filming in Croatia
The production must place notices listing general hygiene and physical distancing measures according the guidelines of the Croatian Institute of Public Health. Post the information in noticeable spots directly before or immediately after the entrance to a studio or set.
There should be a hand sanitizer dispenser containing either an alcohol-based solution, with no less than 70% alcohol or another sanitizer with proven virucidal efficacy, at entrances to a studio or set, and at several other spots inside the work area, along with a visible notice to disinfect one’s hands upon arrival and during work.
If possible, maintain a safe distance of 1.5 meters during work and interpersonal communication. Avoid physical contact. When it is not possible to maintain a safe physical distance during filming, the institute recommends that the people affected minimize their personal contacts during the filming period.
Everyone must wear protective masks. These must be worn over the mouth and nose upon entering, while staying inside and exiting the work area, except during performances. Technical and other personnel should wear disposable masks and gloves. Make sure that hand sanitizer is available to facilitate regular hand disinfection.
Protection of Artists, Employees and Personnel
Oversee the health of artists and employees by measuring body temperature daily.
Before coming to the set, artists, employees and personnel must take their own temperature at home each morning. They must not come to work if their temperature is higher than 37.2°C and/or if they have respiratory difficulties. In case of elevated body temperature and/or respiratory problems, whether or not these are accompanied by elevated body temperature, they must contact and inform the employer and the relevant family medicine physician that they are unable to come to work. They must not return to work until an appropriate medical professional determines the cause of their respiratory problems or elevated temperature (and they have completed the appropriate treatment).
Number of People
As few people as possible should be present on set at the same time. Only those needed to execute regular work operations should be on set. If possible, work should be organized in several shifts, so that there are 30-minute breaks between shifts. Clean and disinfect work spaces and surfaces during these breaks. Regulate the arrivals and departures of artists and employees according to physical distancing guidelines. Ideally, they should arrive and depart separately and one by one, while avoiding close contact.
Filming With an Audience
If filming in Croatia in a studio or on set before a live audience, there should be as few people as possible in the audience. Maintain a safe distance of 1.5 meters. Guidelines for the prevention of COVID-19 infection during professional artistic performances, cultural programs and events need to be observed.
For each production, keep records of people who are present to facilitate contact monitoring in case of possible COVID-19 transmission. Records should include the following data: name, surname, date of birth and phone number. Filming in Croatia should be done according to the film schedule, using artists, employees and personnel listed on the schedule.
Wash hands with soap and water for at least 20 seconds to maintain hand hygeine. When this is not possible, use an alcohol-based hand sanitizer with no less than 70% alcohol or another sanitizer with proven virucidal efficacy.
When coughing and sneezing, cover your mouth and nose with your elbow or a paper tissue which you later discard into a waste disposal container with a lid. Then, disinfect your hands afterwards. When coughing or sneezing, face away from other people.
Glasses, other wares and utensils should not be shared with other people.
Cleaning and Maintenance on Set
All indoor spaces must be aired out frequently. Avoid using air-conditioning and heating devices indoors as much as possible.
Cleaning and Maintenance of Work Spaces
Work spaces which are often touched must be cleaned and disinfected frequently following the guidelines of the Croatian Institute of Public Health.
Cleaning and Equipment Maintenance
Clean and disinfect costumes, props and other equipment, especially audio and video equipment used by a large number of people (earpieces, microphones, etc.) after each use.
It is necessary to ensure more frequent cleaning, disinfection and airing of toilet areas. It is also necessary to ensure that the personnel using the toilet facilities has access to appropriate hand hygiene and sanitizer.
